About this file
This is an Award Recommendation and Evaluation Synopsis document from the State of Michigan Department of Military & Veterans Affairs Procurement Office for RFP# 190000001036 concerning the procurement of awards, ribbons, and ribbon attachments. The solicitation was posted on the SIGMA VSS platform on February 12, 2019, for a 29-day period with proposals due on April 10, 2019. Three vendors submitted proposals: Patriot Solutions (a Service-Disabled Veteran Owned Business located in Grand Rapids, Michigan), Vanguard Industries (located in Norfolk, Virginia), and Arrow Safety Devices. The contract term is three years with up to two renewal options. The evaluation was conducted by the Solicitation Manager, Timothy Cole, in collaboration with Subject Matter Experts including Advisory SSG Julia Wolf from the Michigan Army National Guard and Jason Hawkins from the Michigan Youth Challenge Academy. Arrow Safety Devices was deemed nonresponsive due to incomplete submission documentation, specifically the absence of the Vendor Questions Worksheet, Schedule A, and Schedule B pricing.
The evaluation process assessed vendors on their ability to provide all deliverables and their experience as qualified ribbon suppliers, with both Vanguard Industries and Patriot Solutions achieving a technical evaluation score of 100 out of 100. Vanguard Industries was recommended for award with a total price of $198.50, while Patriot Solutions submitted a price of $502.07, adjusted to $482.22 reflecting the Service-Disabled Veteran Owned Business price adjustment. The State's evaluation methodology prioritized lowest bid meeting specifications, and the award recommendation was made to Vanguard Industries as the responsive and responsible bidder offering the lowest overall price. The award amount to Vanguard Industries is $21,000.00. Non-selected bidders are encouraged to schedule a debriefing session with the Solicitation Manager to understand the rationale for the award decision.
