VI. Award Recommendation Award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.

Guidehouse LLP provided the best value to the State. Best value factors for Award Recommendation include: Guidehouse recognized the connection between EGLE's recycling programs and the need to incorporate and coordinate them into the program design for Sec. 50121 rebate program. EGLE has a goal of increasing equitable access to recycling, supporting Michigan manufacturers, and building the foundation for a decarbonized and thriving Michigan economy. One of the goals stated in the MI Healthy Climate Plan is to triple Michigan's recycling rate to 45 percent. Recycling prevents the generation of greenhouse gases at several points along the lifecycle of a product, including avoided energy consumption associated with the mining and extraction of virgin materials and reduced methane emissions from landfills. Recycling is important in facilitating the safe management of waste materials and helping to maintain the flow of vital raw materials for Michigan manufacturing by supporting domestic supply chains.

Award Recommendation is made to Guidehouse LLP in the amount of $1,786,490.
