About this file

This is an award recommendation letter from the State of Michigan Department of Corrections Procurement Office regarding Request for Proposal 190000001842 for polyester mesh fabric. The RFP was posted on SIGMA VSS on April 12, 2019, with a proposal due date of May 1, 2019. Three vendors submitted proposals: DAF Products (Wyckoff, NJ), Grand Strategy LLC (South Haven, MI), and Tabb Textiles Co., Inc. (Opelika, AL). The contract term is three years with up to two one-year renewal options. The evaluation process consisted of three steps: technical evaluation scored on vendor question worksheets (30 percent weight) and Schedule A Statement of Work (70 percent weight), sample evaluation on a pass/fail basis, and price evaluation for proposals passing the first two steps. All three bidders achieved technical scores of 99-100 points and proceeded through sample evaluation and pricing rounds.

Grand Strategy LLC was recommended for award in the amount of $450,900.00, pending State Administrative Board approval, based on meeting all RFP requirements and offering the lowest overall price after second-round negotiations. Grand Strategy LLC is a Service-Disabled Veteran Owned Business (SDVOB), which qualified the company for a preference discount that reduced the second-round price from $477,900.00 to the final award amount. The competing bids in the second round were DAF Products at $583,200.00 for both China and Korea product options and Tabb Textiles Co., Inc. at $426,600.00. Although Tabb Textiles offered the lowest unadjusted price, Grand Strategy LLC's SDVOB status and qualified veteran preference made it the lowest-priced responsive and responsible bidder under state procurement guidelines.
