About this file

This is an Award Recommendation Notice of Intent to Award issued by the Michigan Department of Natural Resources for Request for Proposal 190000003023 regarding site Quality of Life Meeting Audio Recording Services. The RFP was posted on SIGMA VSS on August 16, 2019, for an 18-day posting period with a proposal due date of September 3, 2019. The contract term is three years with up to two additional one-year renewal options. Two bidders submitted responsive proposals: Pavlik Enterprises of Lansing, Michigan, and SoundQue Entertainment, Inc. of Trenton, Michigan. The solicitation sought a contractor to provide audio recording services for meetings conducted by the Department of Natural Resources, the Michigan Department of Agriculture and Rural Development, and the Michigan Department of Environment, Great Lakes, and Energy. Both bidders passed all mandatory specifications and requirements evaluation criteria.

SoundQue Entertainment, Inc. was recommended for award in the amount of $57,500.00, pending State Administrative Board approval. The award was made based on lowest price evaluation, as both bidders received passing ratings on all technical requirements. SoundQue Entertainment submitted significantly lower pricing across all service categories, ranging from $300 to $480 per meeting for DNR services depending on duration and location, compared to Pavlik Enterprises' pricing of $450 to $925 per meeting. Additional cost differences included hourly rates for extended services ($40 versus $50 per hour), equipment pickup and delivery ($35 versus $50 per service), CD/DVD duplication ($10 versus $25 per disc), and setup/takedown fees ($45 versus $85 per meeting). Both bidders proposed identical mileage reimbursement and lodging rates at $0.34 per mile and $85 per night, respectively. Neither bidder was identified as a Service-Disabled Veteran Owned Business.
