About this file

This is an Award Letter and Synopsis from the Michigan State Police, Purchasing Unit, recommending award of a Request for Quote for specialized imaging equipment. The procurement solicited responses for the provision of Heuresis HBI-120 Backscatter X-Ray Imagers, accessories, and extended warranty services for the Special Operations Division. The RFQ was posted on November 28, 2017, with a deadline of December 13, 2017. Two vendors submitted proposals by the due date: Fidelis Business Solutions, LLC and Heuresis Corporation. The evaluation process assessed technical criteria including product quality, service capabilities, delivery capabilities, and vendor experience. Heuresis Corporation met all RFQ requirements, while Fidelis Business Solutions was deemed non-responsive, failing to meet mandatory service level agreements requiring one-hour technical support response and 72-hour on-site service, as well as failing to meet the 45-day delivery timeline. This is a multi-year agreement with an award recommendation pending State Administrative Board approval if applicable.

The total award amount to Heuresis Corporation is $354,540.00 for one unit of the Heuresis HBI-120 Backscatter X-Ray Imager with accessories and extended warranty. Heuresis Corporation was the sole bidder meeting technical specifications and demonstrated the best value combination of factors including product quality, service capabilities, delivery timeline, and relevant prior experience managing similar contracts. Fidelis Business Solutions was identified as a Service-Disabled Veteran Owned Business (SDVOB), while Heuresis Corporation was not. The evaluation team consisted of the Buyer, Sergeant Tim Coolidge from the Michigan State Police Special Operations Division, and subject matter experts. Unsuccessful bidders are encouraged to schedule debriefing sessions with the Solicitation Manager, Paula Hurst Thomas.
