About this file

This is an Award Letter and Synopsis document from the State of Michigan Department of Natural Resources for RFP 180000002476 concerning Timber Clean Up services. The solicitation was posted on SIGMA VSS on May 7, 2018, for an 11-day period with proposals due on May 18, 2018. The project encompasses approximately 18 acres of timber cleanup work involving felled trees and standing brush removal without timber removal. Two bidders submitted responsive proposals by the published deadline: Arbor Master Tree Service and Vetcon. The Department of Natural Resources has completed its evaluation and recommended an award to Arbor Master Tree Service pending State Administrative Board approval if applicable. Bidders not recommended for award may request a debriefing session with the Solicitation Manager, Kip Conley, at Conleyk1@michigan.gov or 517-284-5973.

The award recommendation to Arbor Master Tree Service was based on lowest overall cost to the State of Michigan. Arbor Master Tree Service, located at 5295 Crestover, Pinckney, Michigan 48169 and not designated as a Service-Disabled Veteran Owned Business (SDVOB), submitted a proposal of $3,600.00 per acre for a total project cost of $64,800.00. The competing bidder, Vetcon, submitted a higher proposal of $6,237.23 per acre totaling $112,270.14. The evaluation process considered qualified service-disabled veteran preference in the price proposal evaluation, though this preference did not affect the final award recommendation based on lowest price criteria.

Evaluation Synopsis I. Evaluation Process A Responsible Vendor is a vendor that demonstrates it has the ability to successfully perform the duties identified by the solicitation. A Responsive proposal is one that is submitted in accordance with the solicitation instructions and meets all mandatory requirements identified in the solicitation.

The award of a State contract will be made to the responsive and responsible bidder who offers the best value and lowest overall cost to the State of Michigan. The price proposal evaluation includes consideration of a qualified service-disabled veteran preference. Information related to qualified service-disabled veteran preference is located at http://michigan.gov/micontractconnect/0,4541,7-225-48677-123519--,00.html .

The State strongly encourages strict adherence to the Standard Contract Terms. The State reserves the right to deem a bid non-responsive for failure to honor the Standard Contract Terms. Nevertheless, the bidder may submit proposed changes (bidder must use track changes to identify specific proposed changes) to the Standard Contract Terms accompanied by a detailed explanation as to each change for State consideration; failure to do so will constitute the bidder’s acceptance of the Standard Contract Terms. General statements, such as that the bidder reserves the right to negotiate the terms and conditions, may also be considered non-responsive.

The State may, but is not required to, conduct an on-site visit to tour and inspect the bidder's facilities, require an oral presentation of the bidder's proposal, conduct interviews with bidders, or request additional price concessions at any point during the evaluation process.

The full evaluation process is stated in the RFP Proposal Instructions.
