About this file
This is a Sole Source Justification for Commercial Items document issued by the Department of the Navy, DLA Maritime, for the procurement of a rotary joint through other than full and open competition.
The procurement concerns a single rotary joint (NSN 5985-016875207, P/N 54.1152.620.00) with a required delivery date of August 28, 2027. The contracting activity is DLA Maritime in Mechanicsburg, Pennsylvania (Folder #26121-0061, PD #N4002A6120K101). The sole source selected for negotiation is Hensoldt Sensors (CAGE D1901). The justification is based on statutory authority under 41 U.S.C. 1901 and classified as an A/RMC 4 acquisition—acquiring for the first time directly from the actual manufacturer—with A/RMSC code R applied. The Government does not own the technical data or manufacturing rights necessary to procure this item from alternative sources, and it has been determined uneconomical to purchase such data or reverse engineer the part. Hensoldt Sensors is identified as the only known source possessing the requisite data, and no authorized substitutes exist that meet the performance and compatibility requirements for the higher assembly. Fair and reasonable pricing will be determined through historical pricing analysis, Producer Price Index (PPI) review, and learning curve analysis. To promote future competition, NAVSUP WSS will encourage qualified vendors to submit complete technical data packages for source approval and will advertise future requirements on the government-wide point of entry. The document was created on June 12, 2026, and received final approval on June 23, 2026.

This justification is based upon the statutory authority of 41 U.S.C. 1901.
A/RMC 4
Acquire, for the first time, directly from the actual manufacturer.
A/RMSC R
The Government does not own the data or the rights to the data needed to purchase / contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture/repair this item, A/RMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture/repair this item, A/RMCs 1 or 2 are valid.
This acquisition will be negotiated with
Hensoldt Sensors - (CAGE D1901) is the only known source that has/owns the data, and it has been deemed uneconomical to pursue the acquisition of the data because the data and its content are not available.
There are no authorized substitutes of this item as this is the only item known to meet performance and compatibility requirements within the higher assembly. Furthermore, there is no data to support an open and full competition.
The proposed contract action was not synopsized in the government-wide point of entry based on https://mynavsup.nag.navy.mil/apps/ops$workflow_pro.j_and_a_edit?p_id=38157 2/4

A price analysis will be conducted using historical pricing, the Producer Price Index (PPI), and learning curve analysis. The offeror(s) may be requested to submit information other than cost or pricing data for determining price reasonableness. Based on the above techniques, the Contracting Officer anticipates the costs to the Government will be fair and reasonable. The buyer will review the purchase history for the NSN and if needed a comparison with similar items. The NSN will not be awarded unless a fair and reasonable determination can be made on pricing.
To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
