About this file
This document is a City Council meeting agenda and staff report from the City of Alpharetta, Georgia, dated August 28, 2023, regarding the award of RFP 23-117 for a facilities assessment of the city's six fire stations. The City of Alpharetta sought a qualified architectural and engineering design consultant firm with fire station design experience to conduct facility and systems assessments (HVAC, mechanical, electrical, and plumbing) and identify improvement opportunities to modernize the fire stations while maintaining compliance with the Clean Station Concept. The RFP was opened on May 15, 2023, with submissions closing on June 15, 2023. Seven vendors submitted proposals, with Jericho Design Group, Croft and Associates, and PGAL, Inc. receiving the highest initial scores of 88.38, 83.08, and 77.6 points respectively. The two highest-scoring vendors were invited to present to the RFP Committee on July 19, 2023, and after presentations and cost proposal review, Jericho Design Group achieved the highest final score of 174.38 out of 200 points. The City Council approved the award to Jericho Design Group on August 28, 2023, with authorization for the Mayor to execute all necessary documents.
The total project cost for the facilities assessment is $97,500, which is budgeted in the Fire Station Facility Assessment account (30131150-541300-C2314) within the current fiscal year capital budget. No external funding sources were identified for this project. The scope of work includes performing comprehensive assessments of each fire station, meeting with the city's project team to review findings, creating initial concept floor plans for each station, reviewing and revising plans as needed, and identifying renovation costs per final concept plans. The contract award note indicates that this assessment work may lead to additional architectural design services for fire station renovations; however, no amount of future work beyond the assessments is guaranteed. References for Jericho Design Group were contacted and verified during the procurement process, and the firm was selected based on its submittal quality, presentation performance, cost proposal, and reference feedback.

ITEM DESCRIPTION:
In January of 2023, at the council retreat, it was discussed to use a portion of the renovation funds to conduct a facilities assessment of the city's fire stations. It was determined at that time to explore the possibilities of conducting assessments at all six fire stations.
Procurement:
In April of 2023, a complete list of requirements was created in preparation for an RFP process in May and June of 2023.
The expectation was to have the consultant identify improvement potential to update and modernize our fire stations within the current footprint, where possible, for each fire station in order to comply with the Clean Station Concept.
Facility expansion may be a consideration where cost and lot space allow. Assessments and recommendations may include architectural and engineering design services to improve the living and working environments; workflow and open floorplan; and building features, including public spaces, officer / non-officer areas, storage and maintenance areas, exterior improvements, etc.
Our intent is that the renovation of the fire stations takes into consideration each site’s physical surroundings, needs of our fire personnel, construction and future maintenance costs, long-term impact, and future management of the facility, and should provide for the Clean Station Concept as well as maintaining functional fire facilities.
The Scope of Work was:
1. Perform an assessment of each fire station, including, but not limited to, current facility uses, systems (HVAC, mechanical, electrical, plumbing, etc.) conditions, and considerations for improvements.
• This may include a meeting with representatives from our project team for assessment of space and needs.
• Identify each fire station’s optimal configuration.
• Programming or gathering and analyzing information about each station and then providing the outcome of the existing conditions along with recommendations for renovations for each fire station in a written document.
2. Meet with the City’s project team to review the assessment. Using our list of possible improvements to various areas of each fire station and based on the consultant’s list of possible design options, determine potential improvements to be included in the next phase.
3. Create initial concept floor plans for each fire station. We are providing our as-built floor plans for each station as part of the documentation for this RFP.
4. Meet with the City’s project team to review concept plans and discuss any revisions needed.
5. Identify costs to renovate each station per the final concept plans.
An RFP Committee was formed, including fire department leaders, firefighters, and Finance. In late April, a draft RFP was written and submitted for final review. On May 15, 2023, the RFP for Facilities Assessment for Renovations of the City's Fire Stations was opened for submissions. We received proposals from seven vendors. Submissions closed on June 15, 2023. The following responses were received on June 15, 2023.
Scores out of 100 are shown in parentheses.
•Jericho Design Group (88.38) •Croft and Associates (83.08) •PGAL, Inc. (77.6) •McMillan Pazdan Smith Architecture (67.44) •Wiley Wilson (63.86)•BrosRomanBraun (53.92) •2WR of Georgia, Inc. (53.72)
A short list was created of the top two vendor proposals. The two remaining vendors were invited to conduct a two-hour presentation to the RFP committee. These presentations were conducted on July 19, 2022. At the conclusion of the presentations, the RFP Committee scored the presentation as well as the cost proposal submitted by the two short-listed firms. After the presentations and cost proposal, out of 200, the scores are shown in parentheses.
•Jericho Design Group (174.38) •Croft and Associates (164.43)
At the conclusion of the presentations and cost proposals, Jericho Design Group was the highest-scoring firm.
References submitted by Jericho Design Group were contacted. Based on submittal, presentation, cost proposal, and references, Jericho stood out from the other vendors as a partner for success.
ALTERNATIVES:
The City Council could reject all bids and direct staff to conduct a new RFP process or remain with our current systems.
