About this file
This is an Award Information document for Request for Proposals (RFP) 2022-037 submitted by Cherokee County, Georgia's Animal Control division on May 10, 2022. The procurement sought competitive sealed proposals for Animal Control Inserts configured for Ford F150 vehicles to be used by the Cherokee County Marshal's Office Animal Management and Control Unit. The project involved outfitting four animal control vehicles with specialized cage inserts featuring swing dividers and powered lift gates to improve safety and animal handling. One vendor, Jackson Creek Manufacturing Inc., submitted a proposal on May 17, 2022, and was awarded the contract. The contract term and renewal options were not specified in the documentation.
The total contract value is $74,397.36, representing a per-unit cost of $18,599 for each of the four vehicles. The award was made to Jackson Creek Manufacturing Inc. of Denton, North Carolina based on source selection criteria weighted at 50 percent for price, 25 percent for previous experience and warranty, and 25 percent for functional efficacy and robust design. The evaluation noted that Jackson Creek's pricing, particularly for the G2 Series Tommy Gate Lift Gate at $2,877, was competitive with market averages. Although 27 vendors were contacted during the procurement process, only Jackson Creek submitted a proposal. Jones Trailer, the only comparable alternative identified during market research, was sent an RFP but did not bid. The contract was funded through county general funds and did not require SAM registration or involve debarred or suspended entities.

Only one vendor, Jackson Creek Manufacturing, whose insert is currently in use by the Animal Control Unit, submitted a proposal. Their solution involves using swing dividers/gates within the interior of the animal control insert cage that will separate the compartment positioning the animal closer to the lift gate at the rear section of the pickup bed thereby making it easier for the Animal Control Officer to retrieve the animal out of the cage. As a safer solution, Jackson Creek has introduced a powered lift gate for loading and unloading of the animal. This will eliminate the need for the Animal Control Officer having to lift the animal into the cage, reducing potential injuries for both, and lowering the animals stress level.
*Important Price Evaluation Notes The total price of $74,397 is to outfit four (4) Animal Control vehicles at a per unit cost of $18,599. The two main elements are the Diamond Deluxe Bed Mount for Short Bed Ford F-150 @ $8,450 & The G2 Series Tommy Gate Lift Gate @ $2,877 which represent ~70% of the product cost.
The G2 series Tommy Gate is sold by multiple distributors at an average cost of $2,868. Jackson Creek's price of $2,877 is in line with the average.
Jones Trailer was the only other company that offered a slide-in animal control box of a similar design at a cost of $7,855 which was within 7% of the Jackson Creek cost. During the procurement process Jones Trailer was contacted, and ultimately was sent the request for proposal, but did not submit a bid.
