About this file

This is an Award Information file related to a Request for Proposals issued by the City of Decatur, Georgia, for the development of a Racial Equity Action Plan. The City seeks a qualified consultant or firm to develop a comprehensive strategy addressing racial equity that includes short-term and long-term goals and objectives, training and workshop curricula, implementation timeline, performance measurements, and an evaluation framework. The proposed plan must support Decatur's Strategic Plan and guide the city's racial equity initiatives throughout 2022 and 2023. Respondents must demonstrate expertise in guiding organizations through racial equity, diversity, inclusion, and belonging initiatives, with specific experience in engaging city leadership, staff, community members, and partner organizations through inclusive outreach processes that center the needs of traditionally underrepresented populations.

The scope of work requires the selected contractor to develop an equity assessment tool to assist with integrating equity into budgeting and organizational decision-making, establish related performance measurements and evaluation frameworks, and identify educational workshops and training opportunities for both internal city staff and external community audiences. The City of Decatur reserves the right to accept or reject any proposals, waive informalities, negotiate changes to the scope of work, and waive any technicalities. All proposals submitted are public records subject to the Georgia Open Records Act. Non-discrimination requirements apply to all employees and applicants for employment based on race, color, religion, national origin, ancestry, sex, sexual orientation, gender identity, age, disability, marital status, familial status, or veteran/military status.
