About this file

This is a Sole Source Procurement Approval Request Form submitted by the Virginia Department of Health (VDH) for the procurement of online training modules for the Special Nutrition Program's Child and Adult Care Food Program (CACFP). The procurement is for the Bright Track Training System from Brighton Training Group, an online training platform designed to provide comprehensive CACFP training customizable to state agency branding, policies, and procedures. The system includes maintenance, course licensing, help desk services, user access, and integration with VDH's current Child and Adult Meal Payment System (CHAAMPS). The procurement was submitted on July 28, 2026, with VITA Supply Chain Management approval granted on September 1, 2026. The contract term and renewal options are not specified in the documentation provided.

The estimated total cost of the sole source procurement, including renewals, is $723,000, which exceeds VDH's $250,000 delegated authority and therefore requires a Procurement Governance Request (PGR). VDH conducted market research comparing costs against three different state agencies and determined that Brighton Training Group is the only company providing comprehensive CACFP training to a broad base of users with a SCORM-compliant system that meets federal child nutrition requirements while reducing state costs for training development and delivery. The justification for sole source procurement emphasizes that no comparable product exists for this market segment at the stated price and quality level. The procurement was not identified as cloud-hosted, though the application of artificial intelligence standards and high-risk contract requirements were addressed as part of the approval process. Contact for the procurement is Renee Johnson at the Virginia Department of Health.

Refer to the Sole Source Procurement Policy posted on SCM’s section of the VITA Web site prior to completing this form.

Delegated Purchases - Agencies have $250,000 delegated authority for Sole Source

Authority and Delegation Policies. When the procurement falls within an agency’s delegated authority, approval by VITA SCM is not required. Attach the completed Sole Source form, signed by your agency head or designee, to your eVA requisition (or order) and place in the procurement file.

For purchases that do not fall within an agency’s delegated authority – Agencies shall submit the form and all supporting documentation (quotes, sole source letters, or any other relevant documentation) to scminfo@vita.virginia.gov for review and approval of the Sole Source Method of Procurement. Please allow VITA SCM up to 5 business days to respond to your request. Thorough completion of all sections of this form with the accompanying supporting documentation will expedite VITA SCM’s review and eliminate the need for follow up from VITA SCM.

After approval of the Sole Source, the Agency is responsible for posting the approved

Sole Source Award Notification on eVA.

PROCUREMENT GOVERNANCE REQUEST (PGR): If the Sole Source value exceeds

$250,000, a PGR is required. The Agency shall submit the PGR and include the PGR number below. The PGR does not have to be approved but must be submitted for tracking purposes. The Agency shall be responsible for attaching a copy of the approved

Sole Source form to their PGR.

CLOUD HOSTED SOLUTIONS: If the Sole Source procurement contains a cloud-hosted solution, the Agency shall submit the Supplier completed cloud security assessment prior to submitting the Sole Source Procurement Approval Request Form to VITA SCM.

The Agency will include the RITM number on the Sole Source Approval Request Form.

Approval of the Sole Source Approval Request Form does not approve the cloud-hosted solution. Should the cloud-hosted solution not be approved, for any reason, then the

Sole Source approval is revoked. If a replacement solution is identified, a new Sole

Source Approval Request Form is required. This shall also require a new RITM.

JUSTIFICATION:

1. Explain why this is the only product or service that can meet the needs of the agency or institution.

Bright Track Training System provides comprehensive training that covers all facets of the CACFP and is completely customizable according to State agency branding, policy, processes, and procedures. This system allows flexibility to consistently update training content with no additional charge and stays completely updated according to federal guidelines and regulations.

VDH’s SNP team is already using this product for all Programmatic training and would like this training Program to be maintained with the state agency.

2. Explain what research was conducted to confirm that only one source is available for these goods or services.

The price is comparable to market value. The price includes maintenance, course licensing, help desk services, user access, and system integration with our current Child and Adult Meal Payment System (CHAAMPS). The SNP has compared costs against 3 different State agencies.

The prices vary based on how comprehensive the training needs are, but the Brighton team is able to flex within whatever budget is required. Organizations are able to request more or less based on the training need, the number of users, and the budget available. Brighton is the only company that provides comprehensive CACFP training to a broad base of users. The comparison of cost is not available because there is no other company that does what Brighton does.

3. Explain why this supplier is the only practicably available source from which this product or service can be obtained.

Brighton Training Group offers the Nation’s only affordable SCORM compliant training system designed to completely automate a state agency’s child nutrition provider training requirements. Used by agencies and providers, this training system meets Federal child nutrition requir4ements while significantly reducing the States’s costs for developing, delivering and tracking their annual training workshops. The Bright Track compliance training system goes beyond that of any other training solution by requiring participants to demonstrate a level of competency through online assessments. There is no comparable product for this market segment for the price, quality of goods, and timeliness of delivery.

4. What efforts were made to negotiate the sole source agreement?

The VDH Child and Adult Care Food Program has negotiated the best price based upon industry’s best practices and the needs of the program stakeholders. We conducted research to determine the best products on the market for this on-line training platform.

5. Detail the market research that the agency has completed to determine the price of the product(s) or service(s) is fair and reasonable.

A marketplace investigation was conducted as well as a cost benefit analysis to determine the cost efficiency of the creation of on-line training modules within the agency versus purchasing modified on-line training modules. It was determined that the purchase of modified on-training modules would be an example of good financial stewardship

6. Is this application cloud hosted? Yes ☐ No ☒

a. If “yes” and this is a cloud hosted application, is the application on the COV Ramp

Approved Application List and under current oversight? (Note: If an application is on the list but not in active oversight, then cloud terms will need to be negotiated or an exception will need to be granted.)

b. If “No” to the previous question, and the cloud application is not on the COV Ramp

Approved Application List, has the COV Ramp Assessment been initiated?

The Agency is required to follow all policies and procedures related to COV Ramp prior to awarding the Contract and issuing any purchase orders related to this sole source procurement. If the COV Ramp process is not completed and finalized, to the approval and satisfaction of VITA for any reason, with the

a. Prior to awarding a high-risk contract, VITA and the Office of the Attorney General will review the contract within 30 business days to determine the contract’s compliance with state law and policy, as well as the legality and appropriateness of the contract terms and conditions.

i. The review will also ensure the inclusion of distinct and measurable performance metrics and clear enforcement provisions in all high-risk contracts, as well as clearly outlined remedies and incentives to be used in the event supplier does not meet contract performance metrics.

Agencies are required to contact VITA’s SCM division at: scminfo@vita.virginia.gov during the contract preparation stage of procurement to begin high-risk contract evaluation.
