Solicitation Number:
AVT0011300
Notice Type:
Presolicitation
Date of Issue:
December 29, 2010 Synopsis:
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA’S MOBIS SCHEDULE CONTRACT.
The Recovery Accountability and Transparency Board (RATB) is tasked with supporting the American Recovery and Reinvestment Act of 2009 (ARRA or the Recovery Act). As specified by the Recovery Act, the RATB was established to coordinate and conduct oversight of funds distributed under ARRA in order to identify fraud, waste, abuse, and/or mismanagement. The RATB includes a Chairman, appointed by the President, and 12 Inspectors General (IG) with authority to provide oversight and promote transparency of the expenditure of funds at all levels of government. This procurement is an effort by the RATB to help improve the accountability part of its mission.
OBJECTIVES: To enhance analytics efforts, the RATB seeks a predictive scoring model that indicates risk of fraudulent activities. That solution should:
1. Identify a set of characteristics, which, based on mathematical analysis or some other logical methodology, are statistically proven to correlate to fraudulent activities.
2. Use these identified characteristics and tools to calculate a fraud risk score that provides a meaningful basis for comparison of entities and fraud analysis.
3. Implement, manage, and maintain a system that automates the calculation of above mentioned fraud risk score and provides analytical, operational, and managerial tools for a fraud risk scoring system.
4. Ensure the results of that scoring model can be easily enveloped into the RATB’s analysis platform.
