Solicitation Number:

AVT0009200

Notice Type:

Presolicitation

Date of Issue:

August 20, 2009

Synopsis:

RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA’S VETERANS TECHNOLOGY SERVICES (VETS) GOVERNMENTWIDE ACQUISITION CONTRACT.

The American Recovery and Reinvestment Act of 2009 (ARRA) is an unprecedented effort to jumpstart our economy, save and create millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. ARRA is an extraordinary response to a crisis unlike any since the Great Depression. The Recovery Act established unprecedented levels of transparency and accountability, creating the Recovery Accountability and Transparency Board (RATB), for the express purpose of conducting oversight of ARRA funds and preventing or identifying fraud, waste, abuse, and/or mismanagement.

The Recovery Accountability and Transparency Board (RATB) intends to issue a solicitation to acquire a program that supports its Accountability mission per ARRA section 1523. This acquisition augments current efforts for uncovering fraud, waste, abuse, and/or mismanagement of contracts and grants that were awarded using Recovery Act funds.

The RATB has the following objectives for this procurement:

1. Obtain a solution that allows the RATB to visualize transactions for all appropriated Recovery Act funds.

2. Obtain a solution that contains dynamic predictive analysis techniques in order to focus limited government oversight resources (i.e., auditors, investigators, or inspectors).

3. Obtain a solution that utilizes the vast amount of public information about companies receiving Recovery Act funds in order to identify non-obvious relationships between legal entities. These relationships will unveil facts that may not have been transparent to government officials at the time of contract or grant award. These relationships might result in leads for investigation, leads for audits, identify an added risk factor, point to excluded parties receiving Recovery Act funds illegally, or a variety of other valuable information.

Estimated solicitation issue date is on or about August 24, 2009. Proposals are anticipated to be due on or about September 24, 2009. The Government does not anticipate conducting a Pre-Proposal Conference. The solicitation will be a competitive acquisition based on a Firm Fixed Price (FFP) contract type with optional periods of performance. There will be no public bid opening. Responses to questions emailed to the below Point of Contacts regarding this acquisition will be posted as practicable.

This opportunity is available only to contractors who are listed on the GSA Veterans Technology Services (VETS) Governmentwide Acquisition Contract. This procurement shall be conducted using competitive procedures. Please note that to be eligible for award of this project prospective contractors must be registered in Central Contractor Registration (CCR) and have completed and maintained current their Online Representations and Certifications (ORCA) (both can be linked to at www.bpn.gov) prior to closing date of offer.

This is not a request for competitive proposals, nor is a solicitation available. This notice is provided for “informational purposes only” under the American Recovery and Reinvestment Act of 2009.
