About this file

This document is a Sources Sought Announcement from the Naval Surface Warfare Center Panama City Division (NSWC PCD) for the development of large-scale circuit designs for various image-sensor, memory, and computation-logic components utilizing Legato Logic. The purpose is to identify sources capable of providing support and expertise for this effort, which includes refining image-sensor components, developing custom analog and mixed-signal memory components, and designing high-throughput, low-power analog compute circuitry. The required NAICS code is 541330 - Engineering Services, with a Small Business Administration size standard of $25.5M annually. Interested companies should submit their responses, including company information and small business status, to Ryan Hodges, Contract Specialist, via email by June 3, 2024 at 1600 CST. This is not a solicitation for proposals, and no contract will be awarded from this announcement. The government reserves the right to consider 8(a) competitive or any type of small business set-aside based on the responses received.

SOURCES SOUGHT ANNOUNCEMENT

ANNOUNCEMENT #: N61331-24-SN-Q26

THIS IS NOT A REQUEST FOR PROPOSALS

Posting Date: 17 May 2024

Closing Date: 3 June 2024

Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for the development of large-scale circuit designs for various image-sensor, memory, and computation-logic components that utilize Legato Logic and will be used as part of a high-throughput, low-power, low-bandwidth vision sensor with reconfigurable analog processing logic.

The purpose of this Sources Sought announcement, a market survey for written information only, is to identify sources capable of providing support and expertise for this effort. The following items are expected requirements for this effort:

Task Area # 1 – Image Sensor Component Analysis The Contractor shall refine various image-sensor components, which includes, but is not limited to, custom photodiodes, custom pixel cell circuits, and custom image-processing circuits.

Task Area # 2 Analog and Mixed-Signal Memory Component Development Develop custom analog and mixed-signal memory components along with high-speed, analog and mixed-signal memory architectures for storing the sensed photodiode currents from the pixel-cell array, utilizing memory components and memory architectures for storing intermediate transformations of the sensed photodiode currents.

Task Area # 3 High-Throughput, Low-Power Analog Compute Circuitry Development Design and deliver a high-throughput, low-power analog compute circuitry, minimum being 250 trillion operations per second per watt (250 TOPS/W). Design and fabricate reprogrammable circuitry for accelerating reduced-precision convolutions.

NAICS Code 541330 – Engineering Services applies. SBA Size Standard is $25.5M annually.

PSC R425.
