About this file
This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department for use in connection with the Phoenix Main Line Transit-Oriented Development (TOD) project. The form establishes protocols for handling documents containing Sensitive Security Information controlled under 49 C.F.R. Parts 15 and 1520. The City of Phoenix seeks proposals from urban design and urban planning firms to provide Transit-Oriented Development services along a 0.5-mile buffer of the Valley Metro Rail corridor from Dunlap Avenue and 19th Avenue through Downtown Phoenix. The project scope includes creating an opt-in rezoning process, developing mixed-income housing and mixed-use design scenarios, refining the Walkable Urban Code, and updating Transit-Oriented Community (TOC) policy plans. A pre-offer conference is scheduled for August 13, 2025, with sealed proposals due by September 12, 2025. The contract term is anticipated to commence on or about January 1, 2026, for a two-year period.
All authorized representatives receiving documents designated as containing Sensitive Security Information must acknowledge receipt and agree to comply with federal security regulations regarding disclosure and document destruction. Recipients may only retain such documents for the duration necessary to review and use them in connection with the contract, with mandatory destruction no later than the contract end date or upon completion of the need to review, whichever is earlier. Unauthorized disclosure may result in civil penalties or other enforcement action. The project is funded through federal transit assistance and emphasizes Disadvantaged Business Enterprise (DBE) and small business participation in accordance with Department of Transportation requirements. Contractors must demonstrate good faith efforts to engage DBE-certified firms and small businesses, with mandatory tracking and monthly reporting of participation through the City's Certification and Compliance System at phoenix.diversitycompliance.com. Initial participation plans are due 30 calendar days after contract award, with subsequent annual submissions required on each contract anniversary date.
