Industry Day Notification Scope:

NOTICE: This is not a solicitation but rather an Industry Day Notification to determine potential sources for information and planning purposes only. A separate Small Business Sources Sought has also been posted under this same solicitation number, 140R6023R0013, for the AVC Injection Site ONLY to determine any potential small business sources.

The purpose of this Industry Day Notice and the Industry Day itself is to conduct market research to determine if capable and responsible sources exist to assist in determining acquisition strategies.

The proposed North American Industry Classification Systems (NAICS) Code is 237110 (Water and Sewer Line and Related Structures Construction) which has a corresponding Size standard of $45M annual average revenue. The Government will use this information to determine the best acquisition strategy for this procurement and future procurements.

Projected Requirement Details:

The Bureau of Reclamation (Reclamation), Missouri Basin (MB) Region – Regional Office desires to engage the water supply industry to provide a clear, concise, fair, and reasonable approach to the procurement strategy regarding construction of Arkansas Valley Conduit (AVC) Injection site and future Arkansas Valley Conduit procurements.

Project Background:

The AVC is a major infrastructure project that upon completion will convey a reliable municipal and industrial water supply from Pueblo Reservoir to 40 communities serving a projected future population of 50,000 people in southeastern Colorado. The service area includes water providers in Bent, Crowley, Kiowa, Otero, Prowers, and Pueblo counties. When completed, the AVC will supply as much as 7,500 acre-feet annually to these communities.

The Fryingpan-Arkansas Project Act, signed in 1962 by President John F. Kennedy, authorized construction of the AVC, but it was never constructed because the communities could not afford 100 percent of the costs. Public Law 111-11, signed by President Barack Obama in 2009, provided 65 percent federal funding for the Arkansas Valley Conduit. A preferred project design was identified in 2014 and has since been revised to reduce costs.

Strategy Overview/Schedule of Projected Events:

The purpose of this Industry Day Notice and the Industry Day held in Pueblo, CO on May 9-10, 2023, is to gather industry information from interested parties, which is deemed essential as part of Reclamation’s collaborative planning process for procurement of the AVC Injection site and future projects.
