Enhancement of NASA Platform for Autonomous Systems (NPAS) for
Autonomous Operations
Statement of Work
Services to be performed include, development, enhancement, and improvement of SSC’s NASA Platform for Autonomous Systems (NPAS) and NPAS applications to support NASA’s ground and space operations.
NASA will provide access to enterprise tools, and certain mission specific packages. The successful offeror shall provide all resources necessary (labor, equipment, tools, travel, material programming licenses etc.) and , NASA Platform for Autonomous Systems (NPAS) expertise, to develop and apply NPAS for NASA ground and space systems (e.g. cryogenic facilities, spacecraft, space habitats, etc.)
in accordance with this Statement of Work for the Enhancement of NASA Platform for Autonomous Systems (NPAS) for Autonomous Operations. All work to be performed shall be in accordance with the requirements identified in the basic contract as well as for each task order to be issued under the contract. A Pricing Sheet shall be completed by the offeror and will be made part of the resultant contract to cover the entire performance period which is up to five (5) years after date of award, and will be used as the basis for pricing future task orders. These rates are fully burdened including profit and escalation. (Contractor to add any anticipated Labor Categories and include the rates in their pricing table.) Travel costs shall not exceed, and will be in accordance with, the Federal Travel Regulations.
Period of Performance:
The contract duration will be for a period of five (5) years. Each Task Order will define the duration/period of performance separately. The time stated for completion shall include acceptance of all deliverables required in each individual Task Order issued under this Contract. (Commencement, Implementation and Completion of Work for all Task Orders under this contract will be specified for each Task Order by date or in calendar days)
Overview:
The successful offeror shall have extensive knowledge of the NPAS architecture and implementation; and, expertise in utilizing NPAS to develop intelligent, safety critical applications consistent with NASA software development requirements.
Autonomous operations are critical to NASA’s current and future ground operations and space missions.
NPAS integrates the capabilities to meet NASA’s current and anticipated requirements for autonomous operations in one platform.
Those capabilities include:
1. Integrated System Health Management (ISHM);
2. autonomy strategies, guided by system health and concepts of operations;
3. tools to create application knowledge domain models
4. tools to create mission operations
5. tools to create graphical/voice user interfaces and
6. communication bridges
Functional Capabilities:
The NPAS platform provides the foundation to develop autonomous systems and create applications that operate NASA ground and space systems. Work may be conducted via Microsoft Teams, at various NASA field centers, and at external sites, as needed.
The following list of functional capabilities includes but is not limited to the work that may be requested via Task Order during the contract duration.
1. The ability to use NPAS for the rapid development and implementation of autonomous systems to include:
a. Updating and creating new NPAS domain models and object class libraries to represent devices, components, systems and processes.
i. Models for fluid, electrical, mechanical and network systems.
ii. Reasoning to support NPAS Failure Modes and Effects Analysis (FMEA) capabilities.
b. Advancing NPAS architecture to implement hierarchical distributed autonomous operations.
c. Updating NPAS anomaly detection and prediction capabilities.
d. Advancing Integrated System Health Management capabilities through management of measurements, configuration, and other health information, including analyzing information associated with history of anomalies.
e. Advancing NPAS capability to interface with data and communication buses.
f. Advancing integration with SysML to enable NPAS to ingest SysML models.
g. Advancing NPAS voice interaction capabilities.
h. Advancing NPAS infrastructure for determining the complete hierarchical state of a system, subsystems, and components.
i. Enhance NPAS functionality to meet Gateway Autonomous System Management (ASM) requirements.
j. Advancing NPAS capabilities for planning, scheduling and adapting execution strategies in response to changes in the state of the system.
2. Design and develop NPAS User Interfaces (UIs) including, but not limited to, Graphical User Interfaces (GUIs), Natural Language Processing interfaces (voice), and touch-screen user interfaces.
3. Optimize NPAS user interface performance on resource constrained embedded systems.
4. Continue the development of application specific languages (including dictionaries, ontology and taxonomy) to design and optimize NPAS autonomous systems.
5. Consistent with industry practices using browsers as interfaces for flight applications, improve integration of NPAS applications with browser user interfaces.
6. Apply knowledge of NPAS architecture and applications consistent with NASA software development requirements.
7. Support NPAS process improvement activities for flight certification, as per NASA Procedural Requirements (NPR) 7150.2C, and comply with NPR 2810.1 Security of Information Technology.
8. Maintaining Software Requirements.
a. Comply with the SSC Autonomous System Lab (ASL) software configuration control management plan.
b. Deliver all software, its source code, and any scripts required to compile the software, to an official NASA repository.
9. Copyrights for all software developed under this contract shall be assigned to NASA SSC.
