Project Summary

The City of Ennis is undertaking the installation of a new Automated Weather Observation

System (AWOS III-PT) at the Ennis Municipal Airport (F41). This improvement project is supported by the Texas Department of Transportation (TxDOT) Aviation Division through a

State-Assisted Airport Development Grant (CSJ 24AWENNIS), under which the City will fund project expenses upfront and subsequently receive reimbursement for up to ninety (90) percent of eligible costs.

The AWOS III-PT will enhance airport operations by providing continuous, accurate meteorological information to pilots, airport users, and national weather networks, thereby improving safety and regulatory compliance. The project includes procurement and installation of AWOS unit, tower, sensor suite, communications equipment, grounding and lightning protection, electrical service extension, telephone/data line installation, calibration, testing, and full integration with Federal Aviation Administration (FAA) and National Weather Service dissemination systems.

Environmental compliance has been completed through a TxDOT-issued Categorical Exclusion

(CATEX). FAA Form 7460 has been submitted for the proposed AWOS tower, and the FAA has initiated Obstruction Evaluation Case No. 2026-ASW-11-NR. In accordance with FAA requirements, the City must obtain a VHF frequency through the WEBFCR system, secure an

NGT number, and apply for an FCC license before FAA will issue final project approval.

All work associated with the AWOS installation will comply with FAA Advisory Circular

150/5220-16, FAA Order 6560-20B, the TxDOT grant agreement, and all applicable FAA approvals. The City will provide continuous electrical power and a telephone/data line to the
