Statement of Work

For

Automatic Distillation Analyzer

I. Background:

The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one Automatic Distillation Analyzer. This is a requirement to support the Space Launch partners at CCSFS, Air Force flight operations, and safety investigation board incident response.

II. Scope:

Please see Minimum Technical Requirements.

III. Minimum Technical Requirements:

Be one instrument capable of automatically running ASTM D86 (group 0 to 4), ASTM D1078 configured for standard 120V single phase, 60Hz electricity Analysis of Gasoline (up to E20), Jet Fuel, Fuel Oils, Gas Turbine Fuel

Oils, Kerosene, Diesel and Biodiesels (B100 and B6 – B20 blends), Synthetic Jet Fuels, Solvents and Special-Purpose Test Fuels.

Also be one instrument capable compliance with Section 10 of ASTM D524 Create 10% distillate residue using either 100 mL or 200 mL starting volume.

CRM Reference and Calibration Materials

Instrument should self-clean or be able to be cleaned in a matter quickly.

Have a suppression system.

Include a safety feature complete with fire sensors.

Include a safety feature complete with fire extinguisher.

Instrument should be easy to use for new analysts with minimal experience.

On site installation, calibration, training, method development of the instrument.

IV. Qualifying Country Products:

“All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)

225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”

V. Delivery and Training:

Product should be delivered to location at Cape Canaveral SFS, Florida within 12 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy.

VI. Warranty:

1 year warranty

VII. Invoice and Payment:

“The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award”

VIII. Delivery Procedures:

“All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

2. This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
