2] The general characteristics of the vessel are as follows:

Length: 50 feet Beam: 19 feet Draft: ~5.1 feet Displacement: ~25 long tons

3] All work shall be accomplished at the contractor’s facility. Contractor’s facility shall be located within a 50-statute mile radius of Scituate Harbor MA. NOAA shall deliver the vessel to the contractor’s facility, and the vessel shall be returned to NOAA at the contractor’s facility. The period of performance is:

September 15, 2020 through October 30, 2020

4] Coordination of the work schedules shall be the responsibility of the contractor to avoid any delays or disruptions in order to meet the period of performance. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.

5] Upon arrival at the contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility shall terminate only after all work is complete, work is inspected and accepted by NOAA, and NOAA personnel remove the vessel from the contractor’s facility.

6] NOAA employees and contractors may be working on board the vessel during the contract period of performance on a not to interfere basis. During this period, these personnel shall be given full access to the vessel during normal working hours.

7] The contractor shall ensure that all machinery and equipment used to haul the vessel is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. A docking plan for the vessel will be provided with this solicitation.

8] The Government reserves the right to award some or all tasks.

9] All work performed under this SOW shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.

10] In the event defects or damage unrelated to the work tasks defined below are discovered, the contractor shall submit a Condition Found Report (CFR) to the GCP. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without prior approval by the Government contact Point or Contracting Officer.

11] All welding required as part of the tasks shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote.

The new plate shall be 5083 alloy of the H321 or H116 temper, and of a thickness equal to or greater than the removed plate. Filler wire shall be 5183 alloy. Weld throat widths shall equal the original welds, and weld patterns (continuous, skip, etc.) will be the same as original patterns. After welding, the contractor shall remove all smoke, soot, and oxides with a wire brush, and de-burr all sharp edges.

12] All work performed on the vessel shall be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions shall be redone at the contractor’s expense within the defined period of performance.

13] A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the vessel on which services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. The address for the site visit is 175 Edward Foster Road Scituate MA 02066. Government Contact Point (GCP) for Site Visit: Dave Slocum, 978-500-0761, dave.slocum@noaa.gov

14) In all cases where the government requires notification during the work, the government will respond within one business day of notification.

B] SPECIFIC WORK TASKS

1] Haul, block, clean, store, launch Remove the vessel from the water. Pressure-wash the entire hull from sheer line to keel removing all dirt, grime, and marine growth. Clean all surfaces within the tunnel. Clean all fittings below waterline, including propulsor components, struts, stern tubes, rudders, foils, fins, through-hulls, etc. Note that further tasks in this SOW require bottom paint removal. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way. Clean all surfaces of all anodes with a wire brush unless they are to be replaced.

Block the vessel in a level attitude with the keel (or keels) 36” minimum off the ground. Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the GCP in writing. Provide electrical power to the vessel suitable for its shore power system.

Upon completion of all work done on the hard, launch the vessel, inspect all compartments for leaks, and secure it dockside. If dockside testing or underway trials are required after launch, provide prior notification to the GCP so NOAA personnel can attend.

2] Underbody coating system (to be completed after task 5 below) Where hotwork was performed, prepare bare aluminum with two coats primer and two coats Interspeed 5640 non-copper antifouling paint. Prepare the remainder of hull surfaces to be painted, and apply one coat of Interspeed 5640 non-copper antifouling paint of the same color as existing paint.

In addition, provide one extra coat of paint to the hull’s forefoot, the midship and aft hydrofoils, and the tracking fins. Paint will be applied in accordance with the coating manufacturer’s application requirements. During the coating process, temporarily shift individual blocks under the hull to ensure all portions of the hull are recoated. The Contractor will have an OEM representative or certified technician oversee the application process. Notify NOAA staff after completion of painting.

3] Renew Prop-Speed coating Renew the Prop-speed coatings on the propellers, shafts, and bow thrusters. Manufacturer’s procedures shall be used in all cases. The contractor shall ensure that all environmental conditions are within the manufacture's specified parameters prior to starting application of all coatings. Upon completion, schedule an inspection of the coating system by the GCP.

4] Inspect and lubricate seacocks Disassemble and visually inspect all seacocks in the hull bottom and topsides. Provide a written report describing the condition of each seacock to the GCP. If required, present a CFR for all recommended repairs. Reassemble seacocks, lubricating all contacting parts in accordance with manufacturer’s guidance. Upon reassembly, demonstrate proper operation of all seacocks. Once the vessel is returned to the water, inspect all seacocks and associated through-hulls to ensure they are leak-free.

5] Hull plate repairs and associated work Advanced pitting has been found in the starboard lazarette. Resolve the problem as follows. Contractor will obtain and maintain any gas-free certificates required for the work.

5.1] Remove the starboard lazarette soft-patch, freshwater tank, water heater, and pressure pump.

Retain the heater, pump for reinstallation, and discard the tank. Cap-off and secure all piping to these items.

5.2] Remove the water heater mounting bracket and discard. Remove the freshwater tank mounting frame intact and retain for possible reuse.

5.3] Crop out the 0.25” thick bottom plate inboard of the 0.375” thick insert. Cropping will extend to;

• The inboard edge of the heavy insert

• The existing aft edge of the plate removed (likely aft of the transom ~1”)

• The inboard hull side surface

• A transverse line 3” forward of and parallel to the lazarette forward bulkhead.

Remove all debris and coatings on all newly exposed plate edges. Prepare all weld seams with V-grooves and tapers as required by good boat-building standards.

5.4] Replace the cropped-out plate with 0.375” thick material, noting that is thicker than the material removed. Weld continuously on both sides of all edges, and to the transom and bulkhead. Duplicate existing weld patterns on adjacent structural members contacting the new plate. Upon completion of welding, test all new welds in the presence of NOAA staff to demonstrate weld integrity. Testing can be done by high-pressure air lance on one side and a soap-film on the other, or by the use of dye-penetrant. Upon successful completion of testing, coat all new and disturbed interior aluminum surfaces with Boeshield T9 protectant.

5.5] Obtain and install a new freshwater tank of ~150 gallons capacity and with fittings sized and positioned to generally duplicate those in the old tank. The tank will be roto-molded, cross-linked PE and sized to allow sufficient room beneath the tank for adequate access for inspection and cleaning of the hull bottom plate. (It is preferred that the tank bottom be ~12” higher than the older version, although this can be discussed in conjunction with determining the dimensions of the new tank.) Install the new tank either on the original (but modified) mounting frame if advantageous, or discard the old frame and fabricate a new replacement. Secure the tank in place with straps or brackets in a manner similar to that for the old tank.

5.6] Reinstall the water heater on a new frame that maximizes access beneath it for access to inspect and clean the hull bottom plate.

5.7] Reinstall the accumulator and pressure pump on a new mounting plate positioned against the outboard hull side and well above the hull bottom. Connect all piping to the new tank and heater, and repositioned accumulator and pump. Test all freshwater piping disturbed during the work for leaks and proper function in the presence of NOAA staff.

5.8] Reinstall the starboard lazarette soft-patch using 3M Fast Cure 4000 UV-protected adhesive sealant (or equal). Upon completion, test the hatch seal with a hose stream to prove a water-tight seal.

6] Replace bulkhead couplings Crop out and replace two FPT aluminum through-bulkhead couplings in the port lazarette forward bulkhead. Remove and reinstall the male NPT fittings (part of the black water and grey water plumbing systems) during this process. Upon completion, test the couplings for watertight integrity.

7] Replace SCS intake valve flange Remove and retain the stainless-steel valve on the SCS system seawater intake. Remove and replace the aluminum flange beneath that valve. Reinstall the original stainless-steel valve on the new flange, replacing all gaskets associated with the valve assembly. Clean associated fittings and reseal as installed.

Upon completion, test the valves for proper operation, and demonstrate to NOAA staff the no leaks are present.

C] OTHER INFORMATION

1] IT Security Requirements The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.
