1. Introduction

The 105th Airlift Wing is reconfiguring its auditorium and requires a professionally installed, updated audio/video projection system. This PWS is broken down into 2 options that need to be bid on simultaneously (though the 105th will ultimately select the option that best fits their needs/budget). Option A provides the 105th with a fully functional Video Projection system with Wiring/Speaker/Microphone Refurbishment. Option B provides the 105th with a fully functional Television system with Wiring/Speaker/Microphone Refurbishment and Video Teleconference Capability.

2. Option A (External Projector, Speakers/Wiring and Integration)

2.1 Scope

The scope of this option is for the procurement of all necessary components and installation of a new projection system, to include projector, electric opening/closing projector screen, new speakers, microphones (wired and wireless) all required mounts, cables, conduit, wiring and wall-plates as well as integration into the current Crestron Audio/Video system. This project is limited to only changing the video projection system, screen installation, interconnecting power/conduit/wiring, speaker/microphone (and wiring) replacement and system integration. No other changes for the existing system are part of this contract.

2.2 Limitations

The equipment must fit in the auditorium in an unobtrusive/professional-looking format that does not interfere or take focus away from the content being projected or the events/personnel on stage.

Required electrical outlets/tie-ins are unavailable in the requisite locations. Contractor must install/complete outlet installation/tie-ins from existing (sub)panels as part of this statement of work.

2.3 Assumptions

The 105th CES will provide location of electrical panel(s) source for powered devices.

105th CES will also be Quality Assurance for all real-property/electrical work to be done. All real-property/electrical work must be approved by Base Civil Engineer (BCE) or delegated appointee.

The 105th CF will provide quality assurance for all audio/video work to be done. All audio/video equipment must be approved by Communications Systems Office (CSO) or delegated appointee prior to purchase, utilization, or install.

2.4 Hardware Requirements

2.4.1 Projector

The projector must meet the following requirements:

• At least 6,000 Lumens (must be bright enough to view projected images clearly from the back of the auditorium with all lights turned on)

• Laser Projector

• ~17’ Throw

• 4K Resolution

• HDMI 2.0 or better Input

• Integrate with Crestron system for screen-push power-on and off

• 16:10 Aspect Ratio

• Come with a remote

• Have enough key-stone functionality to make projected screen straight and level on all sides

• Ceiling mounted/screen-flip capable

2.4.2 Projector Screen

The Projector screen must meet the following requirements:

• Electric/automated opening/closing

• 16:10 Aspect Ratio

• At least 189” diagonal viewing area

• When fully opened, viewing area on the screen should not extend below 20” from the ground

• Limit switches to stop motor in fully open and fully closed positions

• Screen must remain flat/tight while in open position for best viewing

• White enclosure

• Integrate with Crestron system for screen-push open and closing

• Must install separate physical open/closing switch

2.4.3 Projector Mount

• Must attach to ceiling/soffit

• Must be minimalistic in design

2.4.4 Speakers

• Replace current JBL speakers with a more current model/same capability

• Replace wiring with appropriately rated and shielded wire for above speaker

3.4.5 Microphones

• Replace current podium microphones (Shure MicroFlex Condenser 150 Ohm) with like replacement

• Replace current podium microphone wiring with appropriately rated and shielded cabling for replacement

2.5 Installation

• A lift will be required to get to the ceiling of the auditorium and for screen installation

• The auditorium stage is NOT level – lift levelling attachment may be necessary (and is recommended) for the safety of installing personnel

• Projector is to be mounted approximately 17ft from the screen near/on the second soffit from screen wall (see attached pictures)

• Projector screen mounting should be centered, mounted to the wall and be as close to the ceiling as possible (must be 6-inches below the existing sprinkler head –see attached pictures)

• Projected screen will be in focus and straight/level in all directions prior to acceptance

• Contractor will install/utilize conduit and single-gang box from A/V room with HDMI faceplate for running HDMI cable from projector to display output

• Contractor will provide/procure/install all required electrical runs for the projector screen and projector IAW UFC and local/state/federal law.

2.6 Integration

• Crestron HD-MD8X1-4K with Crestron TST-902 Wireless Touch Screen o When Podium Button is selected from touch screen:

Projector must power-on and go to correct input Projector screen must open o When Power off is selected from touch screen:

Projector must power-off/begin powering-off cycle Projector screen must close

2.7 Troubleshooting/Repairs

Current wireless microphone system (4qty Shure ULXS4) gives loud humming when turned on. While new speaker wiring may fix this issue, we want to ensure this specific problem is fixed as part of this PWS

Current podium microphone (stage right podium) gives a loud hum when turned on.

While new microphone/wiring may fix this issue, we want to ensure this specific problem is also fixed as part of this PWS.

Current podium HDMI/VGA inputs (stage left podium) are intermittent and do not always work. Troubleshooting and repairing this specific problem is also part of this PWS

2.8 Support/Warranty

Technical support must be available and is required for minimum of 1 years during normal business hours (0800-1600 EST. Monday through Friday). All equipment/components and installation shall be warrantied for minimum of 1 years.

3. Option B (Television(s), Speakers/Wiring and Integration)

3.1 Scope

The scope of this option is for the procurement of all necessary components and installation of a new television video system, microphones, and speakers to include: television(s), video combiner/processors, new speakers, and microphones (wired and wireless) with all required mounts, cables, conduit, wiring and wall-plates as well as integration into the current Crestron Audio/Video system.

3.2 Limitations

The equipment must fit in the auditorium in an unobtrusive/professional-looking format that does not interfere or take focus away from the content being projected or the events/personnel on stage. The cabling for devices in the audience area of the auditorium (speakers, microphones, Podium inputs) takes an unusual route to get inside of the auditorium. Cable lengths required will be longer than rack-to-device locations.

3.3 Assumptions

The 105th CF will provide quality assurance for all audio/video work to be done. All audio/video equipment must be approved by Communications Systems Office (CSO) or delegated appointee prior to purchase, utilization, or install.

The 105th CES will provide location of electrical panel(s) source for powered devices.

105th CES will also be Quality Assurance for all real property/electrical work to be done. All real property/electrical work must be approved by Base Civil Engineer (BCE) or delegated appointee.

3.4 Hardware Requirements

3.4.1 Television(s)

Television System must meet the following requirements:

• No less than a 179” total viewing area (16:9 Aspect Ratio). This can be accomplished utilizing:

o 1 large television

OR

o A television wall of multiple large screen televisions with little-to-no bezel and a video combiner/processor

• TV(s) must provide 4K video

• Must utilize HDMI input from existing system (or Video Combiner/Processor)

• Must be able to be powered on and off by existing Crestron System/Touch Screen.

• Must be viewable by every audience seat (no blurring from the sides)

3.4.2 Television Mount(s)

The TV Mount(s) must meet the following requirements:

• Must be hidden during normal auditorium operations

• All TV’s must remain stable with no wabbling when people are on stage

• Must allow the TVs to align closely for an almost seamless picture to the audience

3.4.3 Video Combiner/Processor

• Must have at least 2 HDMI Inputs (one from current system and one for future use)

• Must input and output in 4k

• Must output HDMI and be compatible with TV(s) utilized in this PWS

• Must be able to be powered on and off and change inputs with existing Crestron

System/Touch Screen

3.4.4 Speakers

• Replace current JBL speakers with a more current model/same capability

• Replace wiring with appropriately rated and shielded wire for above speaker

3.4.5 Microphones

• Replace current podium microphones (Shure MicroFlex Condenser 150 Ohm) with like replacement

• Replace current podium microphone wiring with appropriately rated and shielded cabling for replacement

3.5 Installation

• TV mounts will be against auditorium wall, straight and level with all cables being out-of-view.

• Mount should be as flush/flat to the wall as possible/taking up as little room on the stage floor as possible

3.6 Integration

• Crestron HD-MD8X1-4K with Crestron TST-902 Wireless Touch Screen o When Podium Button is selected from touch screen:

TV (and Video Combiner/Process) must power-on and go to correct input o When Power off is selected from touch screen:

TV (and Video Combiner/Process) must power-off and go to correct input

3.7 Troubleshooting/Repairs

3.8 Support/Warranty

4.0 Operations Security/Anti-Terrorism Requirements

4.1 (AT-OPSEC Coversheet Para 1). AT Level I Training. This standard language is for contractor employees with an area of performance within as Army controlled installation, facility or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete AT Level I awareness training within calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within calendar days after completion of training by all employees and subcontractor personnel. 4.2 (AT-OPSEC Coversheet Para 2). Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area.

Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

4.2.1 (AT-OPSEC Coversheet Para 2b). For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4.3 (AT-OPSEC Coversheet Para 7). For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.
