media recording, storage, and retrieval system. The Auditorium was originally built as an interactive teaching and demonstration facility.

Several major improvements have been identified and already implemented for the operation of the multimedia systems in the Auditorium. A major recent upgrade was the integration of a new large screen, a 4K projection system, the control system upgrade and the user interfaces required to control the presentation of the high quality 4K media in the auditorium. This proposed upgrade will provide the systems and media network infrastructure, and control and collaboration systems for more efficient room and remote operations. The statement of work details the Design and Contraction Administration tasks to be performed.

4. Identification of the justification rationale [see 8.405-6(a) and (b)] and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Award Schedule Program. Consideration of schedule contractors will be restricted to fewer than the number required by Federal Acquisition Regulation (FAR) 8.405-6(a)(1) (i.e., fewer than three FSS contractors).

Pershing Technologies is uniquely positioned to provide audiovisual design services for the Lister Hill Center renovation project because of the company’s institutional knowledge of standards and practices gained from extensive experience with previous NIH projects.

Since 2018, Pershing Technologies has been engaged with NIH and its design teams to develop new AV systems for the National Library of Medicine (NLM) First Floor and Mezzanine Level renovation projects as well as the NIH Bethesda Surgery, Radiology and Laboratory Medicine (SRLM) project. Working closely with NIH stakeholders, Pershing Technologies has worked to simplify, modernize, and make uniform the audiovisual system designs for conference rooms, training rooms, and collaboration spaces, while ensuring that new systems meet the criteria of the NIH’s Unified Communications and Collaboration (UCC) platform so that NIH staff can utilize the new systems using familiar tools and interfaces for teleconferencing, presentations, and livestreaming.

Due to the age of its equipment and the iterative updates put in place over the past several years, it is anticipated that the Lister Hill Center will require a full replacement of its equipment and redesign of its systems and control space. Because of the high visibility and critical nature of the events held in the LHC, it would be extremely beneficial to the NIH if the LHC’s equipment and control interfaces met the newly developed standards and matches as closely as possible with the other new systems being installed throughout the campus. This helps ensure that the NIH support technicians require minimum training and can easily and fluidly move from one building or event space to another using the same knowledge and skills to facilitate a wide range of event types.

Because Pershing Technologies has been an active partner in developing NIH audiovisual and collaboration design standards, they will be able to take advantage of their institutional knowledge to find efficiencies during development, streamline the design process for the LHC, and help ensure all the benefits of standard based engineering are realized.

5. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

By placing an order against a schedule contract using the procedures in

FAR8.405, the ordering activity CO has concluded that the order represents the best value (see FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. Furthermore, additional discounts will be sought before placing an order in accordance with FAR 8.405-4. In accordance with 8.405-2(d), Evaluation, the price evaluation will be conducted by the CO and Project Officer by considering the level of effort and the mix of labor proposed to perform the work is appropriate, and by determining that the total price is reasonable. The resultant contract will be a firm-fixed price effort using institutional knowledge of the work to be performed and information for previous similar efforts to negotiate a fair and reasonable price. The Government will rely on labor categories and rates consistent with the Contractor’s Federal Supply Schedule with additional discounts to be requested.

6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted.

Pershing Technologies has been engaged with NIH on other audiovisual (AV) projects and understands the intricacies between CIT and Institutes to create a standardized functional interactive system. Their design teams have developed new AV systems for the National Library of Medicine (NLM) First Floor and Mezzanine Level renovation projects as well as the NIH Bethesda Surgery, Radiology and Laboratory Medicine (SRLM) project. Working closely with NIH stakeholders, Pershing Technologies works to simplify, modernize, and make uniform the audiovisual system designs for conference rooms, training rooms, and collaboration spaces, while ensuring that new systems meet the criteria of the NIH’s Unified Communications and Collaboration (UCC) platform so that NIH staff can utilize the new systems using familiar tools and interfaces for teleconferencing, presentations, and livestreaming.

8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

a. Removal of barriers to competition. There are no further requirements of this effort to assess the current operation and equipment to recommend a pathway to modernize the auditorium.
