PERFORMANCE WORK STATEMENT (PWS)

Acquisition Instructor Course (AQIC) Audio/Visual (A/V) System Rework

1 February 2024

1.0. BACKGROUND: AQIC Detachment 2 is the Department of the Air Force’s premier training ground for informed, connected thought leaders who are part of a larger network shaping the way the acquisition community interacts with and supports the warfighter. As the acquisition community’s equivalent institution to the United States Air Force Weapons School, AQIC is a highly selective, five-and-one-half month course based at Wright- Patterson Air Force Base for both Air Force and Space Force acquisition officers and civilians. A/V equipment was previously installed by Ohio Valley Audio Visual. The equipment was originally shared with another organization that has since moved from the facility, removed parts, and abandoned the A/V equipment.

2.0. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary to perform A/V system rework as defined in this PWS.

3.0. OBJECTIVES: The contractor shall provide necessary materials, engineering, programming, and installation services. AQIC requires fully operational A/V capabilities in classrooms and conference rooms that will support students and staff. This shall require the rearrangement of existing A/V equipment in the classroom and to the maximum extent possible repurposing existing equipment. Once the equipment is made functional AQIC will have the ability to teleconference, video conference, and display images on televisions with connected devices such as laptops and tablets.

4.0. PERIOD OF PERFORMANCE: Time and length of installation shall be determined during planning phases and as deemed appropriate between contractor coordination and AQIC action officer. Period of performance should begin within 60 days of contract award.

5.0. QUALITY ASSURANCE: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

6.0. HOURS OF OPERATION: The contractor is responsible for conducting business between the hours of 0800-1700 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor must at all times maintain an adequate workforce for the

Attachment 1 – Performance Work Statement (PWS) F4FFCK4060AW01 uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

7.0. PLACE OF PERFORMANCE: The work to be performed under this contract shall be performed at 3000 Presidential Drive, Suite 123, Fairborn, OH 45324. 7.1. Classrooms / Conference Rooms:

7.1.1. The contractor shall provide an A/V team to engineer, program, and install A/V equipment in the rooms below. A/V capability includes, but is not limited to TVs, cameras, microphones, control panels, and rack mount equipment. The contractor will also provide instructions on equipment operation.

7.1.1.1. 106 Conference Room: The contractor shall install/rework existing A/V equipment and ensure full functionality.

7.1.1.2. 107 Student Conference Room: The contractor shall install/rework existing A/V equipment and ensure full functionality.

7.1.1.3. 108A & 108B Student Classrooms: The contractor shall install/rework existing A/V equipment and ensure full functionality.

7.1.1.4. 122A Conference Room: Remove necessary A/V equipment from 108A and place in 122A Conference Room and ensure full functionality.

7.2. Government-Furnished Property and Services

7.2.1. The vendor shall have access to the existing A/V equipment in the classrooms. Existing equipment shall be repurposed to the maximum extent possible.
