1. OVERVIEW AND ACQUISITION STRATEGY
This combined Sources Sought/Intent to Limited Source notice is issued for the purpose of conducting market research to determine if there are potential sources with advanced technology test and research and development capabilities to perform requirements associated with the Advanced Technology Test and Development Program (ATTDP).
This effort is currently being performed by the University of Alabama in Huntsville (UAH) under base contract W9113M-22-D-0061 (task orders W9113M-22-F-0513, W9113M-22-F- 0514, and W9113M-23-F-0001). It is anticipated that ACC-RSA will issue a limited source award to UAH under the authority of 10 U.S.C.3204 (a)(3) as implemented by Federal Acquisition Regulation (FAR) 6.302-3(b)(2).
• Anticipated Award: Five-year base effort.
• Estimated Value: Approximately $95 million
• Place of Performance: Huntsville, Alabama area (Redstone Arsenal Government facility and/or a contractor facility).
After a review of the responses, the U.S. Government will determine whether to proceed with the best acquisition strategy to meet its needs.
2. DESCRIPTION OF EFFORT & PROGRAM OBJECTIVES
The primary objective of the effort is to provide the U.S. Army Space and Missile Defense Command (USASMDC) Technical Center (TC) with specialized technical expertise and assistance to advance its core mission areas: Directed Energy (DE), space operations, cyberspace, hypersonics, and integrated air and missile defense. To facilitate this ongoing research and development (R&D), the contractor is responsible for developing, maintaining, and managing specialized laboratory spaces, which currently includes seven existing facilities located throughout the Huntsville and Redstone Arsenal area. These laboratories will support crucial component and subcomponent R&D for strategic and tactical weapon systems.
Furthermore, the contractor will provide dedicated technical mentoring and assistance to the USASMDC intern incubator program.
A significant portion of the effort requires comprehensive testing, evaluation, and threat assessment to ensure the survivability of strategic, theater, and tactical missile defense assets.
The contractor will execute high-velocity impact experiments, analyze impact observables, and assess how flow environments affect interceptor sensor accuracy. To support penetration aids technology programs, the contractor must evaluate innovative discrimination concepts, replica decoys, and other penetration aids using surrogate sub-scale models in dynamic test scenarios that replicate actual operational altitude regimes. Additionally, the contractor will develop and maintain a robust radar and optical target signature database for selected models, while also performing targeted experiments to assess counter-IED, counter-UAS, radar, and small satellite technologies.
Beyond physical testing, the effort demands extensive engineering management research, modeling, software development, and specialized DE research. The contractor will build and validate models covering aerospace environments, dynamic and structural component analysis, systems-level rocket propulsion, and solid propellant combustion. This work also encompasses the development of large-scale data management tools, computer hardware and software research, weapon system evaluation, and advanced cyber-threat and counter-threat development.
Finally, the contractor will conduct foundational and applied R&D for Directed Energy systems, specifically focusing on High Energy Lasers (HEL), High Power Microwave (HPM), laser beam control, and Radio Frequency (RF) technologies at the subsystem and component levels to enhance overall DE and RF weapon system capabilities.
