STATEMENT OF WORK

Replace Siding on Refuge Quarters Mobile Home

Date: 06/10/2024

Background

San Andres National Wildlife Refuge (NWR), located at 5686 Santa Gertrudis Dr., Las Cruces NM 88012, needs to have the vinyl siding on a mobile home trailer removed and replaced with new, updated siding.

The current trailer siding is worn, damaged, and susceptible to future damage from high winds, rain, and other extreme weather conditions. Removing the current siding and replacing it with new siding material will reinforce the trailer and improve its longevity. The trailer serves as refuge housing for visiting staff, interns, seasonals, and other personnel conducting work on the San Andres NWR.

Work to Be Performed/Scope of Work

The work to be performed is to remove existing siding and install new hardboard siding on a mobile home housing unit. The work will be performed at San Andres National Wildlife Refuge located at 5686 Santa Gertrudis Dr., Las Cruces NM 88012. The building requiring the work is an 880 sq. ft 2007 Cavalier Mobile trailer (photos attached). The contractor will provide all labor, equipment, and materials necessary to remove the old vinyl siding and repair any underlayment areas that may exist with similar, new materials. The contractor will install the new siding on the trailer with all the manufacture’s specifications and comply with applicable codes. The siding material will be hardboard siding and trim with a manufacturer’s warranty. All siding will be properly cut, installed, and secure, free of ragged edges. All bordering trim should be primed and painted, and properly reinstalled or replaced, if needed. completion of the work, the contractor will remove all excess and scrap materials from the worksite. The contractor will provide a work schedule and provide 24 hours’ notice to the Contracting Officer prior to mobilization and commencement of work. San Andres National Wildlife Refuge will provide a secure area for storage of the contractor’s equipment and materials. The contractor will provide for the safety of employees engaged in project work in compliance with OSHA regulations, and tailgate safety meetings will be held once before the commencement of work and at least once weekly thereafter.

Storage of materials will be permitted only in areas designated by the San Andres National Wildlife Refuge. The contractor will haul off all project site trash and debris after the project, or as needed, leaving the work area clean ‐ unless it is otherwise authorized by the CO or COR. At the end of construction, the contractor will ensure the area is free of material and/or other debris. All waste materials which may be recycled will be weighed and/or measured before transport to approved recycling sites and measurements will be provided to San Andres National Wildlife Refuge. All unused source materials will be returned to their original cache or storage locations as directed by the CO/COR. All staging areas will be thoroughly cleaned and returned to their original condition. The contractor will comply with all legal load restrictions and tarping/containment requirements in the hauling of materials.

Need: Hardboard siding, trim, paint, and primer.

Contractor Qualification

A qualified contractor will need to remove the old existing vinyl siding on the building, including, underlayment areas, and replace it with new siding to reinforce the trailer against the outdoor elements and improve its longevity by preventing further damage.

Period of Performance:

Work to be completed within 60 days from notice to proceed.

Hours of Operation:

Normal duty hours Monday thru Friday 7:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
