About this file

This is a Questions and Answers document for a federal contract solicitation related to kitchen renovation work at a Veterans Affairs (VA) facility. The document compiles inquiries from five contractors and the VA's responses regarding the Statement of Work (SOW) and associated contract documents.

Key technical clarifications provided include: asbestos and lead abatement specifications are contained in sections 028211 and 028213.13 with an available report; mold remediation is addressed in the hazardous materials report; the existing fence south of Phase 1 will remain and a new permanent fence will be installed per Sheet GI022 per specification section 323113; ceiling tile ACT-1 does not require perforation despite NRC ratings; and WP-1 finish designations will be relabeled as CR-1 in addenda. Administrative clarifications address staffing: the Superintendent may perform commissioning manager duties, with personnel role consolidation subject to Section 0100000 general requirements review; the contractor will provide the Commissioning Manager. Operational parameters include: construction must proceed in sequential phases with Phase 1 completion and VA acceptance required before Phase 2 begins; noise restrictions apply per Section 010000-Part 1.6-G; only one kitchen area operates at a time with the VA utilizing alternate hospital space during each phase; construction routes are shown as dashed lines on Drawing F5 of GI002; and ICRA HEPA negative air exhaust must vent directly outside, not into hospital spaces or return ducts. The VA will coordinate parking, trailer location, power/data provisions, site visit attendance, and VA-supplied equipment product data. Multiple details are to be provided in addenda, including MAU concrete pad details, shelf design details, concrete slab sections, and reinforcement specifications.

1. 02 82 00 The provided SOW document states:

Presence of asbestos and/or lead finds are anticipated on a limited basis as identified in contract drawings. See spec 02 82 00 Existing asbestos survey and hazardous material report. There is no spec section 02 82 00, and no report is provided.

Sections 028211 and sections 028213.13 are included in Bid Documents and a report is available.

The VA has done a parallel project that removed a large portion in the crawlspace, but some may exist on the piping once walls are opened.
