FA462521Q1018 400Hz Frequency Converter Maintenance Agreement Provisions and Clauses

Addendum to FAR Provision 52.212-1, Instruction to Offerors--Commercial Items
1. Specific Instructions:
(a) Contractors shall submit questions pertaining to this solicitation in writing no later than 24 May 2021, at 2:00 PM Central Time. In the event issues pertaining to this solicitation cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel the proposed solicitation requirement at no additional cost to the Government.
(b) Technical information. The offeror shall provide a detailed maintenance plan showing their maintenance and service methodology/solution for the systems identified in the Performance Work Statement (PWS). Maintenance plan is limited to no more than 10 pages, typed using 12 pt Times New Roman font. The offeror shall include a separate maintenance and service schedule that identifies when it will inspect all units IAW the PWS. Schedule is limited to no more than three pages. The offeror shall include resumes for their technicians illustrating 10 years minimum experience IAW PWS para 7.2.
(c) Past Performance.
(1) Recency is defined as contracts/task orders completed, or ongoing, since three years prior to proposal response date.
Information not meeting this criteria will not be evaluated.
(2) Relevancy is based on the degree of similarity between the Offeror’s past performance and this requirement. Consideration will be given to the extent that the effort is the same/similar in technical scope (solid state frequency converters and Pillar units at the 400 hertz frequency level) to this requirement, complexity of the effort and dollar value (relevant projects over $50,000.00. Technical scope, complexity and dollar value will be assessed in aggregate.
(3) Past performance will be evaluated through an integrated analysis of recent and relevant performance. The Government may use information from various sources, including, but not limited to: Past performance information data submitted and CPARS. All information must be for the same business entity proposing to perform the requirements.
(d) The offeror shall complete and provide Attachment 2, Bid Schedule with their proposal to A1C Ross Kerley at 509cons.sollgcb@us.af.mil. Offerors are responsible for ensuring their pricing is accurate for the base year plus four option years. The pricing for the six month extension of services as referenced in FAR 52.217-8, will be half of the fourth option year as it is proposed. This is to be received no later than the proposal due date.

FAR Provision 52.212-2, Evaluation – Commercial Items
(a) The evaluation criteria is Lowest Price Technically Acceptable (LPTA) with Past Performance (PP) as a sub-factor of technical. This acquisition will utilize LPTA, with Technical Evaluation considered in its award decision. The Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government; LPTA and Technical Evaluation, considered. The offeror must receive an Acceptable rating on all technical sub-factors to be considered for an award.
(b) Technical information:
Technical evaluation, the evaluation will be based on an Acceptable/Unacceptable rating.
Sub-factor 1: Maintenance Plan, The evaluation team will evaluate the Offeror’s maintenance plan detailing their maintenance and service methodology/solution for the systems identified in the PWS.
Sub-factor 2: Proposed Schedule, The evaluation team will also evaluate the proposed schedule, and the submitted resumes for compliance with experience requirement IAW PWS para 7.2.
Sub-factor 3: Past Performance, Past Performance will be used in the Contracting Officer’s Technical Evaluation. The breakdown for PP is as follows: recency, relevancy, and past performance data.
(1) Recency is defined as contracts/task orders completed, or ongoing, since three years prior to proposal response date. Offeror’s past performance data that does not meet recency will not be evaluated further.
(2) Relevancy is based on the degree of similarity between the Offeror’s past performance and this requirement. Consideration will be given to the extent that the effort is the same/ similar in technical scope (solid state frequency converters and Pillar units at the 400 hertz frequency level) to this requirement, complexity of the effort and dollar value (relevant projects over $50,000.00). Scope, complexity and dollar value will be assessed in aggregate.
(3) The Government will use your past performance data to determine a performance rating of “acceptable or unacceptable”. In this case, the offeror’s past performance is unknown they will be assigned a performance rating of “acceptable”.
(c) Price: Attachment 2, Bid Schedule, will be used to evaluate price. The Government may determine that an offer is unacceptable if the prices are not fair and reasonable.
