1. DESCRIPTION OF SERVICES

The Contractor shall provide all Management, Labor, Equipment, Tools, Supplies, Personnel and Transportation necessary to perform the rental and cleaning of mobile toilets/units and handwashing stations/units (if required) at Aviano Air Base (AB), Italy. All work shall comply with U.S. Government and Commercial Standards. Contractor shall be responsible for complying with all current and future Italian National Laws, Regional and Italian Local Regulations applicable to the services described in this Performance Work Statement (PWS).

1.1. APPLICABLE REGULATIONS, LAWS, AND NORMS

Contractor shall be responsible for complying with the following:

• Italian Legislative Decree nr. 152 dated 3 April 2006 (Testo Unico in Materia Ambientale).

• European Standard Publication UNI EN 16194:2012, Mobile non-sewer-connected toilets cabins (Norme Tecniche per il Servizio dei Bagni Mobili).

• Subsequent amendments and integrations of the above-mentioned decrees and standards.

• All other applicable local laws and norms pertaining to collection, transportation, and disposal of collected waste materials.

• Contractor must be registered to the Albo Gestori Ambientali (Italian Register of

Environmental Operators) as per Ministerial Decree nr. 406 dated 28 April 1998 and shall obtain such permits, licenses or other authorizations as may be required by Italian Law at Contractor’s own expense.

• Contractor must provide copy of the authorization for the delivery of liquid waste to the local water plant where the liquid waste will be disposed.

• Contractor must provide copy of the authorization for transportation of liquid waste as per CER (EWC –European Waste Catalog) Code 20.03.04, Category 4.

1.1.1. PERMITS

The Contractor shall be responsible for obtaining at Contractor’s own expense all national, regional, and local required permits or licenses to perform the work and transport of materials to authorized disposal plants as described in this PWS. Contractor shall provide technical assistance by communicating to the Contracting Officer (CO) and 31 CES/CEOES concerning any official changes of laws, regulations, ordinances, statutes related to collection, transportation and proper disposal of waste products.

1.2. SERVICE REQUIREMENTS

The service shall be provided in compliance with the indications of the UNI EN 16194:2012 standard. Contractor is required to do the following:

• Unit delivery, install and removal; maintenance; supplies (including but not limited to toilet paper, clean water, sanitizing agents, and other supplies as required).

• Servicing of units, as per paragraph 1.4.

• Checking/restoring operation of all components.

• Repairing or replacing non-functioning units at no cost to the Government, unless the problem is caused by Government misuse.

• Respond to emergency calls, as per section 1.2.2

• Contractor’s logo and telephone number is displayed in all units and must be replaced when no longer readable.

1.2.1. REGULAR SERVICE

Contractor shall deliver, install, and maintain units as listed on Appendix A. Services must be provided IAW frequency stated on Appendix A. Contractor shall supply quantity of toilet paper and all related toilets supply sufficient until the next scheduled cleaning day. If required, handwashing stations must be refilled with quantity of hand soap, water and paper towels sufficient until the next scheduled cleaning day. Unit prices shall be furnished on a calendar month basis and shall include unit delivery and removal, maintenance, cleaning and supplies. Contractor must remove the units at no additional cost within five (5) calendar days following the end of the specified rental period, upon Government request and/or from the date the contract is terminated.

1.2.2. EMERGENCY UNIT DELIVERY/CLEANING SERVICE

Upon designated Government representative’s call, the Contractor shall provide emergency services that may be required from 0800 to 1700 hrs. on Saturday, Sunday, U.S. Holidays and Italian Holidays, within three (3) hours upon placement of call. Contractor shall provide a valid phone number and personnel fluent in the English language for emergency calls. A fee will be charged plus the cost for regular delivery and/or cleaning service. Access to the base will be coordinated by the Government representative and communicated to the Contractor.

1.2.3. ADDITIONAL REQUESTS FOR DAILY RENTAL & CLEANING SERVICES

As the need arises, upon Government representative’s call, the Contractor must deliver units within twenty-four (24) hours from notification. Contractor shall supply quantity of toilet paper, paper towels, and all related toilets supply sufficient until the next scheduled cleaning day. Handwashing stations must be refilled with quantity of hand soap, water and paper towels sufficient until the next scheduled cleaning day. Contractor must remove the units at no additional cost within five (5) calendar days following the end of the specified rental period and/or from the date the contract is terminated. Unit prices shall be furnished, per day and per type of unit.

1.2.4. UNITS RESTORATION DUE TO WEAR AND TEAR

At each cleaning service, the functioning of all units’ mechanisms and accessories shall be checked.

In case of non-functioning units (found during scheduled service and/or upon customer notification), they shall be promptly repaired or replaced within twenty-four (24) hours, at no additional cost to the Government.

1.2.5. UNITS RESTORATION DUE TO ADVERSE WEATHER CONDITIONS

To prevent tipping, all units must have a mechanism to be locked down or otherwise secured. In case of damages or overturning of units due to any adverse weather conditions (e.g., thunderstorms and wind), the Contractor shall restore the units and replace the damaged parts/units within the same working day, at no cost to the Government.

1.2.6. REPLACEMENT OF DAMAGED UNIT DUE TO GOVERNMENT MISUSE

Whenever a unit is partially or entirely damaged because of a Government misuse, the Contractor shall replace it within twenty-four (24) hours from the notification and the replacement cost will be negotiated on a case-by-case basis.

1.3. MOBILE UNITS AND ACCESSORIES CHARACTERISTICS

The Contractor shall have the following units available:

• Single unit, with “Clean Water” system (water and waste separated tanks), internal sink, hand soap dispenser, flushing system and toilet paper dispenser.

• Handicapped single unit with “Clean Water” system, (water and waste separated tanks) internal sink, hand soap dispenser, flushing system and toilet paper dispenser.

• Portable handwashing station with 2 sinks, equipped with soap dispenser and paper towels.

1.3.1. MOBILE TOILET COMPLIANCE

The mobile toilet must follow European Standard Publication UNI EN 16194:2012 in terms of material, size, clean water and waste tank characteristic and capacity, flushing system and it must be equipped with toilet seat with cover, translucent roof, ventilation system, self-closing door with latch and indicator. A picture and technical data of each unit shall be submitted with the Contractor’s Bid.

1.3.2. MOBILE TOILET REQUIREMENTS

The units provided shall have the following requirements:

• The units must be self-contained, odor free, and non-polluting.

• To prevent tipping, all units must have a mechanism to be locked down or otherwise secured.

1.3.3. SANITIZING AGENTS

The sanitizing agents used for this service must follow UNI EN 16194:2012 publication.

Concentrated sanitizing additives must be effective for at least seven (7) days under all weather conditions. During this period, the following criteria must be met:

1) permanence of color.

2) neutralization of odors.

It is also specified that:

a) cleaning products (disinfectants) and sanitizing products (concentrated sanitizing additive/concentrated chemical liquid for bathroom sanitation) must comply with current regulations regarding composition, labeling and packaging, and must be used according to the indications provided by the manufacturer.

b) the concentration of the chemical and sanitizing liquid solution that will be poured into the tank must be determined based on the indications provided by the manufacturer, considering the environmental conditions.

Safety Data Sheet (SDS) shall be provided for each cleaning supply item to 31 CES Environmental Office, via 31 CONS, for approval prior to bringing the material onto Aviano Air Base.

1.4. SERVICING OF UNITS

On scheduled cleanings, each unit must be fully serviced by doing the following:

• Complete removal of human solid and liquid waste.

• Washing and sanitizing of unit (internal and external part) and accessories.

• Replacing sanitizing agents with new ones.

• Deodorizing of toilet after cleaning.

• Replenishing of toilet paper and water.

1.4.1. CLEANING STANDARDS

Each unit shall be washed/cleaned, sanitized, and dried to a satisfactory level where they present a clean, neat, sanitary and ready-to-use appearance. Regardless of the number of uses, every single unit must receive the full cleaning at each scheduled service.

1.4.2. TOILET CABIN CLEANING REQUIREMENTS

Toilet cabins shall be cleaned, focusing particularly on the following:

• Exterior walls including door and roof.

• Interior walls and ceiling.

• Inside of door.

• Toilet seat and lid (upper face and underside).

• Interior walls of the waste tank.

• Exposed exterior surfaces of the waste tank.

• Base and floor.

• Ventilation pipe.

Any agreed supplementary equipment shall be included in the cleaning.

Wet cleaning by means of a high-pressure cleaner and/or brushes should be carried out. The cleaned interior surfaces shall be dried with a rubber squeegee or a cloth.

1.4.3. REPLENISHMENT REQUIREMENTS

All applicable units shall be refilled with clean water, toilet paper, and hand soap and must be sufficient until the next scheduled cleaning day. If supplies run out prior to the next service date, then the Contractor shall refill within twenty-four (24) hours of notification, at no cost to the Government.

1.4.4. WASTE DISPOSAL

The Contractor shall be considered “Producer” of waste and, in accordance with Italian Legislative Decree 152/2006, the Contractor must dispose collected waste at an approved and authorized off-base dump facility or treatment plant. The Contractor must maintain all mandatory documentation in accordance with Italian Laws and Regulations.

2. SERVICE SUMMARY (SS)

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service for each requirement. The SS and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of Government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each task shall be allowed, to identify normal phase-in problems, except for any periodic cleaning service.

1.2.2.

2.1. QUALITY CONTROL

The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services are performed IAW this contract, applicable laws and regulations and commercial practices. The plan shall implement quality control procedures to identify, prevent and ensure non-recurrence of defective services. Quality control procedures should present all aspects of quality control to include the responsibility for surveillance, description of records to be kept and corrective actions to be taken to correct unsatisfactory performance. At a minimum, the Contractor shall develop quality control procedures addressing the areas identified in Paragraph 2 (Service Summary) of the PWS. A copy of the Contractor 's QCP shall be submitted with the Bid proposal. Proposed changes to the plan shall be provided to the CO for approval prior to implementation.

2.1.1. METRICS

Containing information on the type, quantity, timeliness, and quality of services performed. Metrics objectively depict effectiveness in meeting contract requirements and goals and specify the actions the Contractor will take to identify, correct, and prevent the recurrence of defects. The CO reserves the right to request the Contractor to change type and format of metrics if the metrics provided do not objectively and effectively reflect actual quantity, timeliness, and quality of the services performed. The Contractor shall submit monthly metrics report to the Contracting Officer's Representative (COR) within seven (7) calendar days from the beginning of each month.

2.1.2. INSPECTION SYSTEM

Inspections shall be performed by Quality Control Inspector (QCI) on site. Remote inspection system/method is not accepted. Inspection system shall cover all the services listed in this PWS. It must specify areas to be inspected, frequency of inspections to be accomplished and the title and name of the individual(s) to perform the inspections.

2.2. QUALITY ASSURANCE

The Government will periodically evaluate the Contractor’s performance by appointing a COR(s) to ensure services are received in accordance with requirements set forth in the contract. The COR(s) will evaluate the Contractor’s performance: the COR(s) may inspect and rate each task as acceptable or unacceptable. If the COR(s) determines an unsatisfactory performance, the COR(s) will document the written discrepancy and notify the QCI. The QCI will sign and return the inspection sheet indicating an agreement or non-agreement to re-perform the service. The discrepancy shall be filed for monitoring future recurring performance. If the QCI challenges the validity of the discrepancy even after the COR(s) determines its validity, the QCI shall notify the COR and the CO, and the CO shall make the final determination. The COR will use the Contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance standard has not been met or Contractor’s performance has not been accomplished, the COR will initiate and provide the CO a Corrective Action Report (CAR) for issuance to the Contractor. The Contractor shall respond to the CAR IAW instructions provided and return it to the CO within ten (10) calendar days of receipt.

2.2.1. RE-PERFORMANCE

The Contractor will be given the opportunity to correct or re-perform tasks not performed or found unacceptable. The QCI shall inform the COR of the date/time of the corrective action or re-performance. Re-performance shall be considered satisfactory when all tasks have been accomplished according to the PWS.

2.2.2. RE-PERFORMANCE FAILURE

The CO will determine case-by-case the actions to be taken for services not re-performed satisfactory or for unacceptable trends of re-performance indicating an ineffective Contractor QCP.

3. FURNISHED PROPERTY AND SERVICES

3.1. GOVERNMENT FURNISHED UTILITIES

In case of necessity, the Government will provide water as may be required by the Contractor to perform the service. Water can be collected from water pipe installed outside Bldg. 1036, Grounds Maintenance Facility in Area F. All connection required to provide the service shall be at the Contractor’s expense. Contractor shall be responsible for any damages caused to U.S. Government property and utilities. Areas involved in this contract will be made available to the Contractor to perform work. Upon completion of any work performed, the Contractor will restore site to its original condition without debris, neat and in a safe condition.

3.1.1. UTILITY CONSERVATION

The Contractor shall adhere to all base level utility conservation practices or requirements. The Contractor shall be responsible for operating under conditions that prevent waste of utilities.

3.2. GOVERNMENT FURNISHED FACILITY

The Government will not provide the Contractor any office or an on-base area to conduct admin related work. Any work unrelated to the servicing of the mobile units or inspections will be accomplished by the Contractor in their place of work.

3.3. SECURITY, FIRE AND MEDICAL SERVICES

The Government will provide police and fire protection. In the event of a medical emergency, the Contractor is required to call +39-0434-30-1911 (Emergency Communications Center (ECC)). If employee is unable to speak English, then he/she is required to call 112 and ensure the information is relayed from the dispatcher to the ECC on base.

4. GENERAL INFORMATION

4.1. HOURS OF OPERATION

The Contractor shall perform the services required under this contract during the hours as per following subparagraphs. The Contractor is not required to perform services on Federal Holidays and Italian Holidays except as noted in paragraph 1.2.2.

4.1.1. NORMAL BASE HOURS

Normal working hours are Monday through Friday, from 0800 to 1700, except U.S. Federal and Italian Holidays. The Contractor will schedule all the services to be performed during normal working hours. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this PWS at no additional cost to the Government.

4.1.2. HOLIDAYS

Unless indicated otherwise in this PWS, the Contractor is not required to provide services during the following U.S. Federal and Italian Holidays:

NOTE: American holidays falling on a Saturday are normally observed on the previous Friday.

American holidays falling on a Sunday are observed on the following Monday.

4.1.3. POTENTIAL DELAYS DUE TO MILITARY OPERATIONS

Contractor may experience delays due to military exercises or other military activities in Entry Control Points (ECP) of Aviano Air Base. Potential delays do not alleviate Contractor from performing service and shall not be the basis for the additional cost to the Government.

4.1.4. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL

COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER

Contractor shall continue service as required by this PWS, without additional cost to Government during events of contingency operations, natural disasters, and state declared crisis. Service will be performed during duty hours (from 0800 to 1700 hours, from Monday through Friday).

Contractor must provide a Mission Essential Conditions Plan documenting name of operator, type of vehicle and plate number. This plan must be always kept current.

4.2. CONTRACT PERSONNEL

The Contractor shall have competent personnel trained within the contract. Contractor’s personnel shall present a neat appearance. All employees shall wear a nametag or other identifying apparel all the time. Contractor’s personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. The Government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Before the submittal of the base pass requests, the Contractor shall provide an employee roster to the CO/COR.

4.2.1. CONTRACT MANAGER

The Contractor shall establish and maintain an office through which the Contract Manager or alternate(s) can be contacted during work hours. The Contractor shall provide to CO and COR telephone number(s) and e-mail address(es) where validation results and complaints can be reported. This information will be kept updated by the Contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.

4.2.2. ORGANIZATIONAL CHART

In addition to the requirements of obtaining Base Access Badges, the Contractor must submit an organization chart indicating all employees who shall perform work under this contract to the COR no later than ten (10) working days after contract award and before initiating the performance of work. This list shall include the full name and position of each employee. The Contractor must notify the COR in writing at least five (5) working days prior to any personnel changes or changes in contact information. The Contractor must notify the COR in writing of any unplanned changes as soon as possible, but no later than the next working day.

4.2.3. CONTRACT PERSONNEL REQUIREMENTS

The Contractor shall not employ person(s) for work in this contract who are identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

4.2.4. LANGUAGE PROFICIENCY

All Contractor supervisory personnel to include the Contract Manager, Quality Control Inspector, and any other Contractor’s personnel assigned to interact with the Government must be able to read, write, speak, and understand the English language sufficiently to efficiently communicate with any Government’s representative for any needs that may arise during the performance of the required service. After contract start date, all written correspondence from the Contractor shall be in English.

4.2.5. CONTRACTOR VEHICLES

Contractor vehicles shall be always maintained in a safe and operational condition while on Aviano AB. If at any point, while in Government premises, that a spill or release of any hazardous material into the environment does occur, then it will be the Contractor’s responsibility to notify appropriate agencies and contain the spill. See section 4.4.1.1. for further details.

4.3. SECURITY REQUIREMENTS

Contractor’s employees shall comply with Aviano AB security requirements always imposed by the Installation Commander while on Aviano AB premises. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at Aviano AB. The Contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment for the Contractor.

The Contractor shall comply with all Aviano AB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor’s employees are authorized entry to the installation for the purpose of work under this contract only and are not authorized in other facilities or areas without prior Government authorization.

4.3.1. BASE ACCESS AUTHORIZATION

Government will provide entry Authorization to Aviano AB for Contractor’s personnel and vehicles necessary to accomplish the required service IAW this PWS. Contractor’s personnel and vehicles must be identifiable. At Contract award, Contractor shall be responsible to submit all the mandatory documentation to obtain the entry passes. All employees may be subject to a background check through the Carabinieri and the Italian Air Force to obtain authorization for base access. This process could take up to two months until approved. Contractor will be responsible to request renewal of entry passes timely prior expiration to avoid interruption of services with subsequent request from U.S. Government for damages or related costs for missing services including legal refunds. The Contractor shall be aware that entry requirements are subject to change due to installation and world situations.

The Aviano AB Installation Commander reserves the right to deny restricted area entry to any Contractor employee upon discovery of unfavorable information, and the right to terminate the entry of any employee upon disclosure of information indicating the individual’s continued entry to Aviano AB not in the best interest of national security.

4.3.2. MAIN BASE ACCESS

All Contractor commercial vehicles shall enter through Gate 8 (Area F, LVIS Gate) and be subject to search prior to gaining base entry. The Contractor should plan and allow for delays because of the increased and ever-changing security procedures.

4.3.2.1. SECURITY AUTHORITY

The Contractor shall brief all employees that they shall immediately leave any area upon notification by the CO, COR, constituted authority, Security Forces, or when directed as occasional operational requirements, real world activities, or emergencies dictate.

4.3.3. RESTRICTED/CONTROLLED AREAS

Contractor performance within restricted/controlled areas shall require Contractor compliance with various levels of security and established personnel security entry control procedures. The Contractor shall ensure all Contractor’s employees performing services in secured areas are processed for a controlled area, limited access, or visitor badge by the Entry Controller of the restricted/controlled area.

4.3.3.1. ACCESS COORDINATION

The facility manager/user/occupant/requester will be responsible for providing access, escorts, or temporary visitor access badges for Contractor’s personnel while performing contract services. The COR shall be responsible for scheduling access/escorts/badges by contacting the facility manager/requester at the Entry Control Point of the restricted/controlled area.

4.3.3.2. ESCORTS

At all times while in restricted/controlled areas, Contractor’s employees shall be under direct surveillance of a person who is cleared to wear a controlled area badge and perform escort duties.

Visitor badges shall be returned to the Entry Controller each time the employee completes the duties and leaves the area.

4.3.4. KEY CONTROL

The Contractor shall establish and implement methods of making sure no keys/combinations issued to the Contractor by the Government are lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government. The Contractor shall immediately report to the COR or CO any occurrences of lost or duplicated keys. In the event keys other than master keys are lost or duplicated, the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government.

The Government may, however, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Contractor. Any key issued to the Contractor shall be returned to the Government at the expiration or termination of the contract.

4.4. SAFETY REQUIREMENTS AND REPORTS

The Contractor shall perform work in a safe manner as required by National laws and norms concerning safety in particular, but not limited to, Italian Law D. Lgs. 81/08 and D. Lgs 106/09 and any subsequent amendment.

The Contractor will provide emergency maneuver trainings to his personnel (First Aid and Fire-fighting specific training - IAW Italian Law Decree 81-08, DM 388/03 and DM 2/9/2021).

Contractor's representatives shall receive a safety briefing during the pre-performance conference from Base 31 FW/SEG Occupational Safety Office. Electronic copy of POS (Piano Operativo di Sicurezza/Operational Safety Plan) will be provided to 31 FW/SEG (31FW.SEG@us.af.mil).

4.4.1. PROMPTLY REPORT INJURIES, ACCIDENTS, DAMAGES

If Contractor’s employees or Government Customers are injured or Government assets are damaged, the Contractor shall promptly inform the COR who, in turn, will inform the 31 FW/SEG (commercial phone number 0434-30-7233, Bldg. 1413, Area F), 31 FW/CCPP (0434-30-5709, Bldg 1413, Area F) and 31 CONS/PKC. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five (5) calendar days of each occurrence. If injuries are life threatening, the Contractor shall immediately contact either the corresponding local emergency responders or the on-base emergency responders via 0434-30-1911.

4.4.1.1. NOTIFICATION OF ENVIRONMENTAL SPILLS

In the event of spills or releases of any hazardous material into the environment during collection activity requested with this PWS, the Contractor shall immediately start remedial action with approved materials and immediately notify the CO and COR. The Contractor shall be responsible for containment and environmental cleanup.

4.5. BASE REGULATIONS

While in Government premises, Contractor’s employees will adhere to all base regulations.

4.5.1. ALCOHOL AND DRUGS

The consumption of and/or being under the influence of alcohol (to include smelling of alcohol) or drugs while on duty is strictly prohibited. At the direction of the CO, Contractor’s personnel found or suspected to be under the influence of alcohol or drugs during duty will be immediately suspended from duty and a qualified replacement provided immediately at no additional cost to the Government.

4.5.2. TRAFFIC LAWS

The Contractor and its employees shall comply with base traffic regulations to include posted speed limits.

On-base speed limits are different from off-base. Each road has a specific speed limit. See assigned speed limit for each area.

All other traffic regulations on-base will be the same as off-base. Compliance is mandatory.

Violations to any traffic regulation will be reported to the COR and will then be reported to the CO which may result in the removal of the employee from assigned duties.

4.5.3. WEAPONS, FIREARMS, AND AMMUNITIONS

Contractor’s employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Aviano Air Base.
