MARKET RESEARCH SURVEY

Stevedoring and Related Terminal Services

PORTS OF DARWIN, ROCK HAMPTON (ALMA), GLADSTONE, AND

TOWNSVILLE, AUSTRALIA

TRANSCOM24R011

1. Is your company a registered agent able to provide Stevedoring & Related Terminal

Services (S&RTS) at the Ports of Darwin, Rock Hampton (Alma), Gladstone, and Townsville, Australia. What form of documentation would your company provide that demonstrates authorization to operate at the Ports of Darwin, Rock Hampton (Alma), Gladstone, and Townsville, Australia?

2. Can your company perform or provide all services referenced in the Performance Work Statement (PWS) as a prime contractor? If not, explain what services cannot be performed, why, and if subcontracting services are available to fulfill these services?

3. Do you have, or have you had, foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours, as well as labor regulations, including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.

4. Can your company provide labor, gear, and equipment to maintain the minimum productivity levels set forth in Table 2 of the PWS?

5. What is your experience in providing management, labor, tools, equipment, supplies, materials and other services necessary for S&RTS? Include your experience providing qualified drivers for military vehicles. Please note that experience refers to complexity as well as longevity.

g. If no direct performance or experience with the above, please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.

8. How many days would it take your company to be fully operational after contract award?

9. Are there any concerns in doing business with the Government and accessing all facilities in the port? Please provide any barriers to entry you may have in competing for this requirement.

10. Offerors are required to register in the System for Award Management (SAM) (www.Sam.gov) at the time a proposal is submitted in order to comply with the most current representations and certificates. Is there anything impeding compliance with this requirement?

11. Please provide any questions, comments or concerns you feel relevant concerning this proposed acquisition that would assist you in submitting a proposal. Include any barriers to competition that you foresee.
