USSOCOM J2/DIRECTORATE OF INTELLIGENCE

COUNTER-INTELLIGENCE TECHNICAL SURVEILLANCE COUNTERMEASURES COURSE

DEVELOPMENT AND DELIVERY

STATEMENT OF WORK (SOW)

24 November 2025

1. Primary scope of support is focused on the creation and delivery of a SOCOM Counter-Intelligence Technical Surveillance Countermeasures (TSCM) Course.

• The United States Special Operations Command (USSOCOM) requires TSCM Vehicle Forensics Training in support SOF Enterprise TSCM for 25 students. Training must be SOF specific.

• USSOCOM has one year completion for 25 students from issuance of an award.

• USSOCOM J2X has vehicle electronic control unit (infotainment) equipment in their inventory but lacks specific training on their TSCM applications.

• Designs, develops, delivers, schedules, administers, and evaluates a TSCM for U.S. Special Operations Command, J2.

• Facilitates student preparation for the course, accomplishment of the course prerequisites and accomplishment of all course execution.

• Topics must include techniques required to remove and read memory chips from vehicle systems and the entire process of identifying, acquiring, and analyzing data from vehicle systems and how to use the iVe Ecosystem in the process.

• Course must be taught by CVSO (Certified Vehicle System Forensic Operator), CVST (Certified Vehicle System Forensic Technician), or CVSE (Certified Vehicle System Forensic Examiner)

• Shall be equally proficient as a Course Director/Instructor in presenting course material to students in a residence environment as required.

2. Travel Requirements

• All SOF-E TSCM organizations will pay for all TDY costs. If required, the contractor shall ensure that travel expenses are incurred in accordance with the limitations set forth in FAR 31.205-46.

3. Minimum Requirements:

This course must teach and have students use specific gear in our team packs across the SOF enterprise.

Training and gear must include below, and training associated with it:

• Training on the iVe Forensics software

• Training on the iVe Vehicle Tool Kit

The company must provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities required under this contract. Company will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies.
