The project objective is to install a complete fume hood and exhaust system capable of safely capturing and exhausting methylene chloride, flammable solvents, and corrosive chemical vapors in Laboratory 246E (second floor, East Building). The system must be fully operational, comply with all federal, state, and local requirements, and meet IMC Section 510 Hazardous Exhaust System standards where applicable. The Contractor is responsible for all design, engineering, material selection, installation, coordination, testing, and commissioning. Key performance requirements include: a floor-mounted walk-in chemical fume hood with a minimum 16-foot internal clear width (with Labconco Catalog No. 112216000 identified as a representative product); an exhaust system with sufficient airflow to maintain required fume hood face velocity using variable-speed capability; materials compatible with specified hazardous chemicals and resistant to degradation and corrosion; electrical integration with static control and grounding; and building envelope integrity including watertight roof penetrations and firestopping where required. The system must demonstrate effective containment through smoke visualization testing, maintain proper face velocity, achieve required exhaust airflow, and pass functional testing of all controls and alarms.

The period of performance is 180 calendar days from Notice to Proceed. Deliverables include Site Safety & Health Plan, Project Schedule, Product Data and Shop Drawings, Basis of Design Narrative (when required), Contractor Test Plan, Test Reports (within 5 business days of testing), Operations & Maintenance Manuals, As-Built Drawings, and Warranty Documents. Statement of Work National Oceanic and Atmospheric Administration (NOAA)

National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC)

Montlake Laboratory Room 246E Chemical Fume Hood and Exhaust System

1. Organization. The Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). NWFSC has five (5) major campuses in Washington and Oregon, with its regional headquarters located in Seattle, WA.

2. Project Location. The project described in this Statement of Work (SOW) is in the East Building on the Montlake Laboratory Campus located at 2725 Montlake Blvd. East, Seattle, WA 98112. This site is a multi-building campus supporting marine research and housing more than 240 staff. The facility includes various laboratories, workshops, office spaces, and conference rooms across structures built from 1931 to 2007. The East Building on Montlake Campus was constructed in the late 1960’s. NWFSC completed the HVAC upgrades in FY25. While there are many changes the ductwork in the building, the exhaust stacks servicing fume hoods have not changed. See Figure 1 of Exhibit A for the original exhaust fume hood near room 246E.

2.1. Lab 246E is on the second floor in the East Building. Photos 1 and 7 of Exhibit B show the interior of this space. The cabinets and countertop on the east wall will be cleared by the Government to accommodate the new fume hood installation. Photos 3 to 5 of Exhibit B show the available electrical panel and utility chase outside the Lab 246E entry door in the hallway.

Photos 6 and 6 of Exhibit B show typical rooftop exhaust stack, penetration platform, and electrical power.

3. Project Objective. The purpose of this project is to furnish, install, integrate, test, and commission a floor-mounted chemical fume hood and exhaust system capable of safely capturing and exhausting methylene chloride, flammable solvents, and corrosive chemical vapors in a laboratory environment. The system shall be fully operational, capable of demonstrating compliance through testing and commissioning, and suitable for continuous use in a federally operated research laboratory. All work shall meet applicable federal, state, and local requirements. If none exist, all work shall meet industry standards (i.e., IMC Section 510 Hazardous Exhaust System).
