This is a Statement of Work (SOW) for the United States Special Operations Command (USSOCOM) 2026 Capabilities Demonstration (CAPE DEMO), scheduled for May 18-20, 2026, in Tampa, Florida. The contractor must provide safe, realistic battlefield effects simulating explosions and small arms fire during a direct-action assault demonstration for over 25,000 spectators. The contractor shall supply an appropriate number of Battlefield Effects (BFX) Technicians to transport, secure, emplace, and safely operate all requested effects. Final rehearsal schedules will be issued no later than May 13, 2026. The government will not furnish equipment, fuel, personnel, utilities, or facilities; only basic lifesaving and life support measures will be provided in emergencies.
Key deliverables include providing four event vessels: a cruise ship (approximately 130 feet by 31 feet) with a flat deck for helicopter insertions; a tugboat (approximately 38 feet by 14 feet) with a cabin for a simulated electronic repeater node; a 70-foot by 18-foot vessel capable of being boarded; and an 80-foot by 24-foot barge anchored to the south seawall. All vessels must be available for walkthroughs on May 14, 2026, and operational May 19-20, 2026. The contractor must obtain permits and approvals including Bureau of Alcohol, Tobacco, Firearms, and Explosives licenses, National Fire Protection Association 1126 certification, explosive insurance, and City of Tampa special effects permits by April 17, 2026. Explosion effects include three independent indirect fire explosions controlled by wireless remote, two door charges with 2-4 ounces of Grade A blasting powder, and weapon simulations using 18 AK-47s, 32 M-4 rifles, 1,700 rounds of 5.56mm blank ammunition, and 1,000 rounds of 7.62mm blank ammunition. The contractor must construct a 12-foot by 12-foot by 8-foot training structure by May 18, 2026, facilitate a Rehearsal of Concept drill on May 18, conduct a live rehearsal on May 19 without explosion effects (with POCs present), conduct a second ROC drill on May 19, and execute the live demonstration on May 20, 2026, with all explosion effects operational.

Statement of Work
United States Special Operations Command
2026 Capabilities Demonstration
1.0 Background: The United States Special Operations Command (USSOCOM) conducts a Special Operations Forces (SOF) Industry Conference (renamed “SOF Week”) annually and a SOF Capabilities Demonstration (CAPE DEMO) biennially. In May 2026, USSOCOM will conduct SOF Week 2026 from 18-20 May 2026, and execute the CAPE DEMO on 20 May 2026.
2.0 General Requirements: Safe, realistic battlefield effects for the 2026 CAPE DEMO. The effects shall mimic/replicate explosions and small arms fire during a direct-action assault. The contractor will provide the requested services below and an appropriate number of Battlefield Effects (BFX) Technicians to transport, secure, emplace, and safely operate requested effects for demonstration to over 25,000 spectators. The final rehearsal schedule will be issued by the government no later than 13 May 2026 (seven days prior to the live execution).
3.0 Specific Requirements: United States (U.S.) and Partner Nation (PN) SOF will conduct a 60-minute demonstration of SOF capabilities on 19 May 2026 (full-dress rehearsal) and 20 May 2026 (actual demonstration). The demonstration is based on a direct-action scenario in which U.S. and PN SOF must conduct offensive measures to conduct simulated hostage rescue. The scenario includes an assortment of military and commercial capabilities from boats, weapons, and several simulated explosions to add realism and generate excitement. The direct-action scenario incorporates fixed wing aircraft, rotary wing aircraft, drones, boats, and a dismounted assault on simulated village.
3.1 Event target vessels are similar in type to a “cruise ship”, a “tugboat”, a “vessel”, and an additional “barge” utilized during the CAPE DEMO rehearsal and the CAPE DEMO execution.
3.1.1 The cruise ship vessel should be approximately 130 feet in length and 31-feet wide with a flat deck capable of supporting rotary wing heliborne fast rope and special insertions without damage to the vessel, and no hazards to aviation. The ship must be available for a 1 hour walk through on 14 May 2026, and ready for both rehearsal and execution days 1000- 1400, 19-20 May 2026.
3.1.2 The tugboat vessel should be approximately 38-feet in length and 14-feet wide with a fixed cabin area to conceal a simulated electronic repeater node. A pyrotechnic explosion will occur in and around the tugboat to simulate destroying the repeater node. The tugboat must be available for a 1 hour walk through on 14 May 2026, 1 hour walk through with divers and Pyrotechnics team on 18 May 2026, and ready for both rehearsal and execution days 1000-1400, 19-20 May 2026.
3.1.3 The third vessel should be approximately 70-feet long and 18-feet wide with enough horsepower and maneuverability to operate in front of and around the Tampa Convention Center while being boarded by another boat or vessel. This vessel must be available for a 1 hour walk through on 14 May 2026, 1 hour walk through with boat boarding party and boat driver team on 18 May 2026, and ready for rehearsal and execution days 1000- 1400, 19-20 May 2026.
3.1.4 The barge should be approximately 80-feet long and 24-feet wide with enough open space to accommodate 50 people and capable of having a shade structure erected on the surface without obstructing the view of the CAPE DEMO Planners. The barge must be capable of being anchored to the south seawall in Tampa Bay Dock. The barge must be available for a 1 hour walk through on 14 May 2026, and ready for rehearsal and execution days 1000-1400, 19-20 May 2026.
