About this file
This is a Statement of Work (SOW) for the procurement and installation of wheel and tire storage racks for the 100th Logistics Readiness Squadron (100 LRS) at Royal Air Force Mildenhall in the United Kingdom, effective February 9, 2026.
The contractor must supply and deliver 100 linear running storage (LRS) wheel and tire racks complete with roller kits. The specific requirements include: seven 6-bay racks with 720mm clear internal bay width (42 roller kits total) suitable for wide-body and narrow-body main wheels, and two 6-bay racks with 550mm clear internal bay width (12 roller kits total) suitable for nose or main wheels. All racks must include ramps for easy loading/unloading, clearly display maximum loading capacity of no less than 110kg per bay and 660kg per rack, provide adequate vertical clearance to prevent wheel and tire deformity, include detailed assembly instructions with all fixings, feature high-visibility RAL1028 or equivalent powder coating with corrosion resistance, and be fully relocatable for future warehouse relocation. Racks must comply with all applicable UK health and safety regulations and come with a minimum 12-month warranty covering all parts and labor.
The contractor is responsible for all personnel, equipment, tools, materials, supervision, transportation, and safety equipment necessary for delivery. Shipping must be FOB Destination with all costs included in the quoted price. For UK vendors, direct delivery applies; for vendors outside the UK, three shipping options are available (USPS, commercial parcel carrier, or consolidated shipping point with military airlift). The contractor must maintain operational security awareness, report all mishaps within 24 hours, manage installation access pass requirements for personnel (no later than 30 days before work), and ensure compliance with UK standards. Work hours are Monday through Friday, 0800 to 1700 UK time, excluding US federal holidays and UK bank holidays.

Statement of Work
(SOW)
100 LRS, Wheel & Tire Racks, with Roller Kits
(APS)
at Royal Air Force (RAF) Mildenhall
9 February 2026
1.0 Introduction
1.1 Mission: Our mission is to provide end-to-end accountability, storage, and rapid issue/put-away of aviation consumables and reparables, including wheels and tires, while maintaining supply discipline, safety, and compliance with USAF directives. Our Aircraft Parts Store (APS) ensures critical aircraft components are stored to standard, readily accessible, and delivered with minimal turnaround time to support sortie generation, unscheduled maintenance, and contingency operations. By optimizing storage density, location accuracy, and handling procedures, APS directly reduces maintenance delays. Mitigates FOD and handling damage risks, and sustain the high availability of mission-essential assets for both wings.
1.2 Background: Currently, aircraft wheels and tires are stored in the existing warehouse using mix of floor storage, pallets, and ad hoc racking solutions. This approach results in several challenges: suboptimal use of space, limiting capacity and forcing tighter stacking on the floor, reduced accessibility and slower retrieval times, especially for specific sizes/NSNs, elevated handling risks (e.g., tipping, rolling, or damage) and potential safety hazards, and limited bin/location standardization that complicates inventory accuracy and cycle counts. These constraints negatively impact APS efficiency, increase man-hours required for inventory management and issues/put-away, and introduce safety and quality risks that can ripple into maintenance timelines.
1.3 Scope: This effort will procure and install a purpose-built, heavy-duty tire rack system specifically designed for aircraft wheels and tires. The new rack will maximize storage capacity and cubic utilization, provide clearly defined and labeled locations for various tire sizes, NSNs, and improve both accessibility and safety through proper load ratings and secure retention features. It will also integrate seamlessly with existing APS warehouse workflows and location management systems. The desired end state is a compliant, organized, and scalable tire storage solution that enhances safety, expands storage capacity within the current warehouse footprint, accelerates issue and put-away times, improves inventory accuracy, and transitions smoothly to the new warehouse once constructed, ensuring long-term operational efficiency and continuity.
