The contractor shall provide procurement, delivery, on-site installation, comprehensive operator training covering system operation, safety procedures, routine maintenance, and software use, and a mandatory two-year on-site warranty covering all parts, labor, and travel. The contractor must also provide dedicated help desk support during normal business hours (Monday-Friday, 8:00 AM - 5:00 PM CST, excluding federal holidays) and dispatch a qualified technician for on-site repairs within one business day of any operational failure. Delivery and installation shall be FOB destination within 8 weeks after receipt of order at Hangar 5 CTK, JBSA Randolph AFB, 10900 5th Street East, Texas 78150. This requirement will be procured on a firm fixed-price basis.

STATEMENT OF NEED
12TH FLYING TRAINING WING
MAINTENANCE GROUP
LASER ENGRAVER SYSTEM
10900 5th EAST, (HANGAR 5 CTK)

1. GENERAL.
The 12th Maintenance Group (12 MXG) requires procurement, delivery, installation, and training for a commercial, state-of-the-art, dual-source laser engraving and cutting system. This Statement of Need outlines the critical requirements for a comprehensive, turnkey solution to establish an in-house capability for high-precision marking and fabrication to enhance mission-critical maintenance and repair operations.
The 12 MXG is responsible for the maintenance and readiness of a wide array of aircraft and support equipment. The unit requires an in-house capability to fabricate and mark parts on demand to reduce lead times, increase operational readiness, and ensure compliance with part serialization requirements. A new dual-source laser system will provide the versatility to work with the diverse materials used in aircraft components and ground equipment, enabling rapid prototyping, tool marking, and final part production.
2. DESCRIPTION OF SUPPLIES AND SERVICES.
The Contractor shall provide all labor, material, resources, and qualified/certified technicians to procure, deliver, install, test, and provide training for one (1) complete Laser Etcher system as specified in Section
3.0. The system must be built for a professional, high-duty-cycle environment, capable of sustained daily operation while delivering high precision and tight tolerances. Operation will be managed via a standalone host design station that is not connected to the base network, and its controlling software must be compatible with industry-standard vector file formats.
3. SALIENT CHARACTERISTICS.
The equipment and all its accessories, including the air assist pump, must be fully compatible with a standard 110V power supply. The system must be compliant with all relevant U.S. safety standards for laser products and operate within acceptable industrial noise levels. All fumes and particulates generated during operation must be managed by the required filtration unit to prevent release into the facility environment. Finally, the procurement must include on-site installation, comprehensive operator training, and a 2-year on-site warranty that covers all parts, labor, and repairs.
3.1. Machine Specifications
These are the fundamental performance metrics and physical attributes that define the dual-source laser system core capabilities.
• Hybrid Laser Technology: Integration of both CO2 (80W) and Fiber (30W) laser sources.
• Expansive Work Area: A 36" x 24" (914 x 610 mm) engraving table.
• Industrial-Grade Engraving Speed: Maximum speed of 165 IPS with 5G acceleration.

3.2. Key Features
These are the value-added technologies and design elements that enhance usability, workflow, and reliability.
• Live Camera Positioning System: An overhead camera providing a real-time view for drag-and-drop artwork placement.
• Onboard Touch Screen Controls: A user-friendly interface at the machine for job management and execution.
• Protected Mechanical Components: Enclosures designed to keep mechanical parts clean from debris.
• High-Resolution, Edge-to-Edge Optics: Beam enhancement technology for consistent engraving quality across the table.
• Integrated Air Assist: A system that directs air to the cutting surface for cleaner results and safety.
3.3. Required Accessories
The following accessories must be included and be fully compatible with the core laser system.
• 3-Jaw Chuck Rotary Attachment: For engraving cylindrical items.
• Rim-Style Rotary Attachment: For engraving tapered items such as glasses and mugs.
• Vector Cutting Grid: A removable grid insert to improve cut quality and reduce flashback on the underside of materials.
• Air Assist Pump: The external compressor or pump required to supply the integrated air assist system.
3.4. Fume & Particulate Extraction System
• A standalone, dedicated fume and particulate filtration unit must be provided.
• The filtration unit must be appropriately sized for the laser system's work area and capable of capturing and filtering all fumes, smoke, and particulates generated during operation to prevent their release into the facility.
3.5. Facility, Safety, and Compliance Requirements
• Power Compatibility: The entire deliverable package—including the core laser system, all accessories, and the fume extraction unit—must be fully compatible with a standard 110V power supply.
• Safety Compliance: The system must be compliant with all relevant U.S. safety standards for laser products, including CDRH regulations, and feature safety interlocks on all access doors, appropriate laser radiation shielding, and an easily accessible emergency stop button.
• Noise Levels: The system must operate within acceptable industrial noise levels suitable for a

professional workplace.
The dual-source capability allows the laser to be highly versatile, capable of processing a wide range of materials, from wood and acrylic to various metals, in a single job without requiring lens changes. This makes it suitable for diverse applications such as awards and trophies, promotional products, signage, education, and personalized items.
4. PLACE OF DELIVERY. Delivery location to 10900 5th East, (Hangar 5 CTK), JBSA Randolph
AFB 78150.
5. TYPE OF CONTRACT. This requirement will be procured on a firm fixed- price basis.
6. HOURS OF OPERATION. HOURS OF OPERATION. Business hours for BLDG 907 are Monday–Friday from 0730 – 1630, except for federal holidays (See Table 1).

7. TRAINING, SERVICES AND WARRANTY
• Comprehensive On-Site Services: The vendor is responsible for complete on-site installation of all equipment and must dispatch a qualified technician for on-site repair within one (1) business day of any reported operational system failure.
• Comprehensive Operator Training: The vendor must provide comprehensive on-site training for operators covering system operation, safety procedures, routine maintenance, and software use.
• Two-Year On-Site Warranty: The procurement must include a comprehensive two-year on-

site warranty covering all parts, labor, and travel. This warranty is a mandatory requirement and shall take precedence over the manufacturer's standard commercial warranty if the standard warranty offers less coverage. The warranty period begins upon formal acceptance by the Government.

8. INSPECTION AND ACCEPTANCE Delivery of all supplies and installation will be on-site.
