STATEMENT OF WORK (SOW) for AFSOC SOACS Provide/Install DC Power Plant, Building 90215
Hurlburt Field, FL 16 April 2024
1. AFSOC SOACS requires an upgrade of the DC power plant that supports the Ciena equipment located in building 90215 located on Hurlburt Field, FL.
2. Requirements/New Equipment.
• Eltek EcoTower DC plant or equivalent o 48VDC power plant system o 1200amp
• FLATPACK2 HE RECTIFIER or equivalent.
o Rectifier 3000W 48V, -INPUT: 85-305VAC; FAN COOLED (FRONT TO
BACK); -OUTPUT: 3000W @ 176-305VAC, 3000W @ 176VAC LINEARLY
TO 1382W @ 85VAC. -EFFICIENCY: >96.2%; -OPERATING
TEMPERATURE: -40 TO +45°C: 3000W; LINEARLY DERATE FROM
3000W @ 46°C TO 2100W @ 75°C; SHUTDOWN AT 75°C,
AUTOMATICALLY RESTART AT LOWER TEMPERATURE -STORAGE
TEMPERATURE: -40 TO +85°C or
• Inverter Expand 1 2KVA Power Module. PN: SI10A120PME o Must fit into existing PECO 827E inverter shelf
• Cable, lugs, anchors, wire, etc. as required for installation.
Requirements:
• Install (1) DC plant.
• Extend existing cable rack above new DC plant.
• Install new aisle ground for DC power line up.
• Install new 750MCM reference ground.
• Install (12) 3000watt rectifiers.
• Cable new DC system to existing distribution and battery strings.
• Turn down and remove existing Peco II rectifier bay.
• Add (2) 827E inverter module to the existing 827E inverter Rectifier.
• Follow NEC code book
Construction-related:
• With zero (0) downtime to facility operations and without replacing the entire breaker panel, certified electricians shall make all necessary modifications to the existing electrical panel to ensure all systems and installed equipment are fully operational. Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act, will be in effect.
Assumptions:
• Assumed DC plant load of 410 amps and existing batteries will remain.
3. The Government will be responsible for and provide the following:
• Coordinating maintenance window as required.
• Access to the facility.
