3.0 PROJECT DESCRIPTION:

Renovate bathroom and storage closet area in the Range Lab at the Agricultural Research Service unit at Dubois, ID. Renovations include removing an outdated shower, minor wall removal and construction, relocating vanity/sink, new toilet, minor electrical, window replacement, two exterior doors.

4.0 PROJECT REQUIREMENTS:

a. Do not disturb hazardous materials and report condition immediately to the Location Monitor regarding potentially hazardous conditions that are uncovered. Stop work in the area of the questionable material or condition until identification and direction is provided.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e., IBC, NEC, NSPC, NFPA, EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

c. Access the site between 8:00 am and 4:00 pm Monday through Friday excluding federal holidays. Contractor staff must sign-in on the first day of arrival and then sign-out on the final day of the project, upon completion.

4.1 Background & Site Description:

This building was constructed originally in 1971, is a single level metal building.

This building has an estimated 1285 square feet. The building has been repurposed from a surgery building to range laboratory space that is primarily used for processing range samples.

4.2 Bid Schedule:

Provide all labor, equipment and materials to perform this Statement of Work and Schedule of Items.

4.3 Description of Work:

CLIN 0001:

Bathroom

a. See exhibit for floorplan requirements.

b. Remove existing storage cabinet above toilet and provide to Government.

c. Remove existing metal shower stall and the two interior walls between the shower and the storage room.

d. Construct new interior wall between bathroom and storage room in-line with existing wall. Provide wall insulation. Finish on bathroom side to be water resistant gypsum backing board, thickness and to match existing. Texture to match existing.

e. Remove small pipe chase in north-west corner. Patch or replace wall board with texture to match existing.

f. Patch and paint bathroom, off-white color, semi-gloss.

g. Replace the west facing vinyl window (approx. 37”L x 27”W). New window to be white vinyl, slider window with frosted glass.

h. Remove existing toilet paper holder and install new.

i. Remove existing linoleum flooring and provide new linoleum flooring.

j. Remove existing wall base and provide vinyl wall base. Color and size to match existing or larger

k. Remove existing toilet and install new toilet in same location. Replace water line to shutoff valve. Replace shutoff valve.

l. Remove and cap old sink drain on north wall. Remove drywall around cutouts to nearest stud and patch with new wall board to match existing. Install wall insulation where missing or damaged.

m. Remove waterlines that run along north and east wall to the old sink. Cap behind the south wall.

n. Provide new sink and vanity on south wall.

a. Connect to drain in slab and run through new south wall. Fill or remove remaining shower drain. Patch concrete to match existing. Patch to have saw cut edges.

b. No new vent required. Sink will use existing common vent.

c. Run new water lines inside new and existing south wall. Install shutoff valves below sink.

d. Vanity to be 30” W, plywood construction. Resin, solid manufactured stone or solid surface sink. Two door cabinet vanity with satin nickel hardware.

e. Provide backsplash matching sink.

f. Faucet to be knob style in satin or brushed nickel. Watersense certified.

o. Provide new 24” W x 30” H mirror over sink vanity.

p. Clean and lubricate existing exhaust fan. Clean exhaust duct of all dust, debris and deleterious material.

q. Remove existing wall outlet near ceiling on east wall. Install new GFCI outlet near sink vanity, connecting to same circuit as existing wall outlet.

r. Remove existing light fixture and install new round or decorative flush LED light fixture.

s. Replace existing in-wall electric heater below window. Heater to be rated for location. Replace with same wattage heater. Hardwire install.

Storage Room

a. See exhibit for floorplan requirements.

b. Government will remove shelving and brackets in storage room that are attached to shower walls.

c. On new interior wall, finish on storage room side to be painted plywood, thickness to match existing. Include molding and trim to match existing.

d. Remove shower drain flush to floor and patch with concrete.

e. Patch and paint storage room, off-white color, semi-gloss.

f. Remove existing light fixture and install new round or decorative flush LED light fixture.

Optional CLIN 0002:

Exterior Doors

a. Replace two existing metal doors to lean-to style storage area, one on east and one on west sides. Metal doors and frames are approximately 52” W x 82”H.

New doors to match existing and be flush, full panel. Doors to match existing swing. Replace frame with door.

b. Provide kickplate on bottom of door.

c. Provide new locking door lever, similar to existing. Locks to be keyed together.

d. Add new weather stripping and door sweeps.

4.4 Specifications

General

• Install all products according to manufacturer’s instructions and recommendations.

• Submit list of subcontractors and installers with evidence of 5 years experience in the products and construction type.

• Where replacing existing products and equipment, modify existing installation as needed to fit. Provide trim to match adjacent surfaces and eliminate gaps.

• Trim doors, trim, moulding and other existing building components to fit new installations and repair or patch to match.

• After all work is completed, clean all new and existing areas of residences. Remove debris and foreign material. Clean all surfaces, including floors, walls, windows, doors, counters. Remove any spots and stains from surfaces. Vacuum and clean flooring.

• All new or replaced electrical wiring and plumbing to be inside walls.

Remove drywall and patch as required.

Windows

• Measure and match existing window openings.

• Modify and replace siding as needed for a complete window replacement.

• Provide caulking, sealants, building wrap, flashing, trim, corrosion resistant fasteners and adhesives as recommended by window manufacturer.

• Replace jamb, trim, casing, sill to match existing.

• Provide subframe, transom bars and mullions to match existing.

• Provide continuous drips over heads of top ventilators. Provide drips and weep holes as required to return water to the outside.

• Material – vinyl windows o Energy Star labeled for Northern climate zone o Foam filled sash o Conform to AAMA/WDMA/CSA 101/I.S.2/A440 o Windows to be design for location and wind conditions o Match existing window grills o Windows to be designed with and include hardware, screens and weatherstripping and other accessories standard from manufacturer

• Material o All trim, jamb, casing and sill to be solid wood

Exterior Doors

• Set frames and doors in accordance with manufacturer's instructions and recommendations and SDI/DOOR A250.11

• Material o 16 gauge door construction o Standard: SDI/DOOR A250.8 o Custom: NAAMM HMMA 810 o Full insulated core o Factory applied enamel finish

Wall Board

• Provide gypsum board that matches existing thickness

• In bathrooms, provide water-resistant gypsum backing board as recommended by manufacturer for environment

• Apply gypsum board to framing and furring members in accordance with ASTM C840 or GA 216. Tape and finish gypsum board in accordance with ASTM C840, GA 214 and GA 216.

• Provide and install all fasteners and joint treatment materials as recommended by manufacturer

• Material o Meet ASTM C1396 o Provide certification of indoor air quality.

Linoleum

• Prepare existing surfaces according to manufacturer’s instructions and recommendations. Remove incompatible flooring and tack strips.

Repair holes, patches, cracks, depressions, high spots or rough areas using material recommended by the flooring manufacturer. Provide floor fills or toppings as recommended by flooring manufacturer. Free floor of any foreign materials and sweep clean.

• Install flooring and accessories in accordance with manufacturer's instructions. Prepare and apply adhesives in accordance with manufacturer's printed directions.

• Provide square, symmetrical, tight, and even flooring lines and joints.

Keep each floor in true, level plane. Cut flooring to fit around all permanent fixtures, built-in furniture and cabinets, pipes, and outlets. Cut seams by overlapping or underscribing as recommended by the manufacturer. Finish joints flush, free from voids, recesses, and raised areas.

• Allow Government to keep flooring scraps over 2 feet in dimension.

Dispose of scraps the Government does not keep.

• Material:

o Conform to ASTM F1303, type I, grade 1, class A-non-asbestos formulated fibrous backing or class B-nonfoamed plastic backing (minimum wear layer thickness 0.020 inch and minimum overall thickness 0.080 inch) o Minimum 6 feet wide.

o Submit minimum 10 physical samples for color and pattern selection. Samples to be minimum 12” x 12”.

Paint

• Paint all previously painted surfaces including trim, doors, walls, ceilings, built in shelves and closets. Prime surfaces not previously painted.

• Temporarily remove objects and surface mounted objects that are detachable by removal of fasteners.

• Remove screws, nails, hooks, loose caulking and putty. Repair minor joints, cracks, holes, damaged drywall, surface irregularities and other defects with new drywall, patching plaster or spackling compound and sand smooth and level with adjacent surfaces. Texture all repairs to match adjacent surfaces.

• Remove any wallpaper and adhesive and loose paint

• Clean surfaces as recommended by paint manufacturer

• Keep non-paint surfaces free of paint

• Provide samples of off-white paint colors for Government selection.

• Provide 1 gallon can of labeled touch up for each paint used in interior.

• Material:

o Interior - primer to be on Master Paint Institute (MPI) #144 list o Interior semigloss - paint to be on MPI #147 list o Paint and primer to be from same manufacturer

Plumbing

• Specified materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacture of such products.

Specified equipment shall essentially duplicate equipment that has performed satisfactorily at least two years prior to bid opening. Standard products shall have been in satisfactory commercial or industrial use for 2 years prior to bid opening. The 2-year use shall include applications of equipment and materials under similar circumstances and of similar size.

The product shall have been for sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2 year period.

• Material – drain pipe: ABS sized to match existing

• Material – water pipe:

o Copper tubing conforming to ASTM B88, Type K, L or M.

o Press fit or soldered joints:

Solder metal shall conform to ASTM B32.

Flux shall be liquid form, non-corrosive, and conform to

ASTM B813, Standard Test 1.

Copper press fittings shall conform to the material and sizing requirements of ASME B16.51 and performance criteria of IAPMO PS 117. Sealing elements for copper press fittings shall be EPDM, FKM or HNBR. Sealing elements shall be factory installed or an alternative supplied fitting manufacturer. Sealing element shall be selected based on manufacturer's approved application guidelines.

Bathroom Toilets

• ASME A112.19.2/CSA B45.1, white vitreous china, siphon jet, round bowl, pressure assisted, floor-mounted, floor outlet. Provide wax bowl ring including plastic sleeve. Water flushing volume of the water closet shall not exceed 1.28 gallons per flush. Provide data identifying WaterSense label for flush tank water closet. Provide white solid plastic round closed-front seat with cover.

Interior Lights and Electrical

• Replace lights as indicated.

• Equipment, materials, installation, and workmanship must be in accordance with the mandatory and advisory provisions of NFPA 70, unless more stringent requirements are specified or indicated. Provide luminaires and assembled components that are approved by and bear the label of UL for the applicable location and conditions unless otherwise specified.

• Provide materials and equipment that are products of manufacturers regularly engaged in the production of such products which are of equal material, design, and workmanship. Products must have been in satisfactory commercial or industrial use for six months prior to bid opening. The six-month period must include applications of equipment and materials under similar circumstances and of similar size. The product must have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the six-month period. Where two or more items of the same class of equipment are required, these items must be products of a single manufacturer. Do not use products manufactured more than six months prior to date of delivery to site.

• Set luminaires plumb, square, and level with ceiling and walls, in alignment with adjacent luminaires and secure in accordance with manufacturers' directions and approved drawings. Provide accessories as required for ceiling construction type. Luminaire catalog numbers do not necessarily denote specific mounting accessories for type of ceiling in which a luminaire may be installed. Provide wires, straps, or rods for luminaire support.

• Luminaire in bathroom to be damp location listed

4.5 Government Furnished Equipment\Services

a. Government will furnish a reasonable amount of electricity and water for the project.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Existing Installations / Demolition: Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate modification of existing installations with Government. All disturbances of existing systems shall be thoroughly coordinated with the

Government to prevent disturbances that might jeopardize on-going operations and research. Government reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Government prior to starting demolition operations. Contractor shall legally dispose all any materials removed that will not be retained.

5.3 Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

5.4 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the Location Monitor for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements.

Submittals are required for new materials and will be stamped and/or signed by the general contractor prior to submission to the Government. Contractor is responsible for any costs incurred for equipment ordered without prior approval.

5.5 Quality Control: The work performed under this contract shall be subject to continuous audit by the Location Monitor. Quality control is the exclusive responsibility of the Contractor. The Contractor shall retain and pay for the services of an independent inspector or testing laboratory to perform all tests expressly required by this contract.

5.6 Protection of Work and Property/Safety Requirements:

a. Contractor shall furnish a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) ten days after contract award. SSSP / APP shall be approved by the Government before construction work commences.

b. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the Location Monitor.

c. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

d. Contractor is responsible for verifying location of any underground utilities and is responsible for any damage caused to such utilities.

5.7 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the Location Monitor fourteen (14) calendar days prior to the need.

5.8 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/Location Monitor.

c. Government will not furnish any labor or equipment to unload or move materials or supplies.

5.9 Cleanup: The construction site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the Location Monitor.

5.10 Warranty:

a. Submit data concerning the standard one year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

5.11 Final Payment/Contract Closeout: The following documents are REQUIRED

PRIOR TO FINAL PAYMENT (other documents may also be required):

a. General contractor’s minimum one (1) year warranty on work.

b. Release of liens

c. Final Invoice

6.0 Project Schedule:

The Contract time for this project is 120 calendar days from Notice to Proceed.
