PERFORMANCE WORK STATEMENT
FOR
SPIRITUAL RESILIENCY EVENT
Robins Air Force Base, GA

1.0. DESCRIPTION OF SERVICES. The Contractor shall provide all employees needed, facilities/lodging, media, and meals to conduct a Single Airman Retreat as further identified in the Performance Work Statement.
This event shall be facilitated by a Chaplain of the Robins Air Force Base Chaplain Corps and supported by a Religious Affairs Airman where applicable. The Chaplain Corps is a religiously distinct component of the military and provides for the free exercise of religion in a pluralistic environment. Therefore, the Chaplain Corps works in an ecumenical environment sensitive to all participating in the events and abide by all Department of Defense and Federal laws, rules, and guidelines, including those laws and guidelines pertaining to marriage.
1.1. SINGLE AIRMAN RETREAT. One (1) Event shall be scheduled per performance period and shall be within 150 miles of Robins Air Force Base, Georgia. The Single Airman Retreat should focus on common stressors that young Airman face (first-time moving, first time away from home, long shifts, professional/personal relationship conflicts, team building/conflict resolution, etc.). They should be designed to enhance communication, build teamwork, and strengthen conflict resolution skillsets within their professional careers as well as their personal lives. The curriculum may include a reasonable amount of prerequisites and homework for participants.
1.1.1. Description of Lodging. Contractor shall provide a facility that can provide lodging for a maximum of 22 participants – 20 attendees and two (2) facilitators – for two (2) nights. The number of participants at each event will be contingent upon the dates selected. Each room must have at a minimum a queen-sized beds, an individual/private bathroom, and must include the following in-room amenities: a television, refrigerator, microwave, and internet access.
Guest check-in time starts at 4:00 p.m. on the first day of the event. Guest checkout at 11:00 a.m. on the last day of the event.
1.1.2. Lodging Amenities. The contractor shall provide on-site recreational activities that must include the following: volleyball court(s), basketball court(s), an outdoor or indoor swimming pool(s), and nature trails. Additionally, free parking shall be included for all participants.
1.1.3. Meeting Space. The lodging facilities shall include a meeting space capable of supporting a maximum of 20 participants, instructors, and facilitators for both instruction and activities.
Meeting dates/times are outlined in paragraph 1.1.4. Meeting space shall include onsite audio/visual support, a projector with computer connection capabilities, projection screens, extension cords, and tables and chairs to support.
1.1.4. Meeting Dates/Times. Dates shall be scheduled in accordance with Attachment 1. Event schedules shall be coordinated with the event facilitator at least 14 days prior to scheduled event.

1.1.4.1. Activities to Reinforce Training. The Chaplain will design and provide activities within the times noted that build on and enhance the training sessions. These activities must occur outside of the meeting space noted in paragraph 1.1.3. Examples of activities may include but are not limited to: zip line course and other team building activities to reinforce teamwork;
scavenger hunts to reinforce conflict resolution; outdoor telephone game to reinforce communication.
1.1.5. Alternate Dates. The Government may have to reschedule events due to unforeseen circumstances. The Government reserves the right to reschedule an event at no additional cost, provided that at least a fourteen (14) day notice is provided to the contractor in writing. The contractor shall propose dates for the rescheduled event(s).
1.1.6. Meals. The contractor shall provide five (5) meals for each participant. Meals shall consist of the following: two (2) hot breakfasts, one (1) lunch, and two (2) dinners. Lunch will not be provided on third day of event. Food shall be fresh, safe, unadulterated, and honestly presented.
The contractor shall support specific dietary requirements as requested (e.g., Vegan options, food allergies, etc.) prior to the event start by the event facilitator. The event facilitator will provide the dietary requirements to the contractor two weeks prior to the event start.
1.2. ADDITIONAL REQUIREMENTS.
1.2.1. Changes. The contractor shall make a good faith effort to accommodate roster changes due to military obligations up to the day of the event. The Chapel staff will work to ensure that these changes are minimal and do not affect the number of rooms that were required upon the original roster being sent.
1.2.2. Participant Survey. The Chaplain shall create a pre and post participant survey feedback of the event. The pre-survey will be given to the participant during check-in to fill out as a measure of their spiritual fitness. A post-survey will be given on the last day of the retreat to turn in prior to leaving the retreat so the Chaplain Corps can accurately measure the effectiveness of what was taught during the retreat.
1.2.3. Event Schedules. The Chaplain will create a schedule for the Single Airman Retreat.
2.0 Service Summary (SS). The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provides information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.

3.0 General Information.

3.2. Contractor Personnel. The contractor shall provide a contract manager who shall assist the Chaplain for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) must be able to read, write, speak, and understand the English language.
3.3. Recognized Holidays. The contractor is not expected to work on any of the following holidays:

3.4. Safety Contractor personnel shall comply with all applicable laws and safety regulations. Compliance with Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.
3.5. Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons.
