SALIENT CHARACTERISTICS
Project Title: Media & Social Media Analytics and Monitoring Platform
Objective: To obtain access to a web-based platform, accessible via commercial internet, that allows personnel to collect, track, assess, and generate reports about traditional and social media coverage and commentary about the Marine Corps, U.S. Marine Corps Forces, Central Command, and U.S. Central
Command. There will be no software loaded onto any Marine Corps information technology devices.
Scope: This subscription will provide context during the planning of communication operations and streamline the process for assessing outcomes.
Tasks/Scientific Goals: This subscription should provide access to a web-based platform through which users can:
1. Identify, analyze, and quantify traditional and social networking content including the reach and spread of a news item or social media posts. Additionally, the platform/service should be able to identify trends in coverage, with the ability to draw out key themes, personalities, and issues.
2. Integrate with database of traditional print, television, and radio sources; should include access to offline print and broadcast data. Users should be able to search these databases via the platform interface rather than a third party website.
3. Track and map the progress a story or issue as it makes its way through both social and traditional reporting. Should be able to visually depict this process for easy comprehension.
4. Customizable reporting options, including the ability to download or send links to web-hosted materials.
5. Identify the sentiment with which audiences are engaging with posts/coverage. Additional context and clarity beyond “positive/neutral/negative” is preferred. Sentiment analysis should be able to identify irony or humor in posts.
6. The service should support both image and text search.
7. The platform should have a single, common interface for assessing both traditional and social media content and coverage.
8. The platform should be able to scan non-English news and social media sources and be able to translate results back into English, to include sentiment analysis, for reporting purposes.
9. The platform should offer real-time monitoring and alerts.
10. The platform should provide customizable dashboards that can be manipulated/customized by the users.
11. Analyzing text from content in .csv or similar formats already possessed by the users.
12. Integrate with organizational social media platforms, to include Facebook, Twitter, Instagram, Snapchat, Flickr, and others.
13. The platform should use Boolean logic to narrow down search terms.
14. Ability to identify and graphically depict major themes in coverage through natural language processing.

SALIENT CHARACTERISTICS
15. Ability to identify and track inputs from key influencers on Marine Corps issues in the information environment. Network analysis should break down those influencers that create content themselves, and those that amplify content from other sources.
16. Provide demographic data on users who engage with Marine Corps related content without providing specific personally identifiable information. Demographics should include but not be limited to: age, gender, geographic location, and occupation.
17. Provide at least 2 years of historic data.
18. Ability to export data and graphs into Excel, Word, PowerPoint and other formats.
19. Social media analysis should include coverage of at least Twitter (full Firehose), Facebook, and
Instagram.
20. Access and filter results from all languages in the CENTCOM AOR. Use automated translation directly in the platform to understand results that are not in the English language.
21. Unlimited users, dashboard templates, reports & alerts.
22. Unlimited search queries, channels & media panels.
23. Use artificial intelligence models to accurately identify sentiment, common themes, and images.
24. Include the ability for users to customize and train AI models for specific needs or focus areas.
25. Incorporating user-generated metrics, or allowing users to adjust the native metrics on the platform using user-generated factors.
26. Provide the ability to identify “bots” or fake accounts in order to identify potentially false information flows and their sources.
27. Account administrators should be able to manage the permissions of users to edit or add search terms, create online dashboards, create reports, or otherwise access and manipulate the platform.
Period of Performance: The Estimated Period of Performance is for One (1) Year Base Period and One
