About this file

This document is a Request for Information (RFI) Capability Statement template for a potential contract to integrate and facilitate a Software Development Environment (SDE) at a future Software Integration Lab (SIL) for the KC-46 aircraft at Tinker Air Force Base. The RFI seeks detailed technical capabilities and approach information from potential contractors across 13 key areas, including timeline and implementation, SDE and SIL architecture, simulation and modeling capabilities, cybersecurity approach, training program development, knowledge transfer, past performance, quality management, risk management, original equipment manufacturing coordination, small business participation, and data rights.

The document specifies that responses should address integration of mission-critical Computer Software Configuration Items (CSCIs) for various aircraft systems, including Avionics Flight Management Computer, Radio Control Function, Aircraft Communications Addressing Reporting System, and others. Respondents must submit a capabilities package not exceeding 10 pages, formatted with specific requirements, and are invited to demonstrate their ability to support SDE and SIL operations. The RFI is for market research purposes only, with responses due by close of business on Wednesday, 16 Apr 2025, and is targeted at computer facilities management services contractors (NAICS code 541513) with a size standard of $32.5M.

Attachment 1: RFI Capability Statements

Technical Capabilities and Approach:

1. Timeline and Implementation:

* Provide a detailed implementation plan outlining key milestones and deliverables for standing up the SDE and facilitating integration at SIL. Include a realistic timeline for achieving full operational capability (FOC) from contract award.

* Describe your experience integrating similar SDEs and SILs for complex avionics systems, particularly those involving the CSCIs listed. Provide examples of successful past projects and their relevance to this effort.

2. SDE and SIL Architecture:

* Provide a high-level technical description of your proposed SDE and SIL integration architecture. Include details about hardware, software, network infrastructure, and cybersecurity considerations.

* Explain how your proposed architecture supports the development, testing, integration, and sustainment of the specified CSCIs.

3. Simulation and Modeling Capabilities:

* Describe your experience developing and integrating high-fidelity simulations and models for avionics systems.

* Explain how your proposed SDE and SIL integration will leverage simulations and models to support software development, testing, and training activities.

4. Cybersecurity Approach:

* Detail your approach to ensuring the cybersecurity of the SDE and SIL.

Include specific measures to address vulnerabilities, protect sensitive data, and comply with relevant DoD cybersecurity standards (e.g., NIST 800-53, RMF).

* How will your approach adapt to evolving cybersecurity threats throughout the contract period of performance?

5. Obsolescence Management and Innovation:

* Describe your strategy for managing obsolescence of hardware and software components within the SDE and SIL.

Please respond to these statements in you Capability Statement.

* How will you identify and incorporate innovative technologies and methodologies to ensure the SDE and SIL remain current and effective over the long term?

Training and Knowledge Transfer:

6. Training Program Development:

* Describe your process for developing and delivering comprehensive training programs on the operation, maintenance, and utilization of the SDE and SIL.

* How will you tailor the training to different user groups within the USAF

(e.g., engineers, technicians, operators)?

7. Knowledge Transfer and Documentation:

* Explain your approach to knowledge transfer and ensuring the USAF has the necessary documentation and support to independently operate and maintain the SDE and SIL after contract completion.

* What specific deliverables will you provide to facilitate knowledge transfer and long-term sustainment?

Business and Contractual Considerations:

8. Past Performance and Experience:

* Provide at least three examples of relevant past projects where your company successfully integrated and supported SDEs and/or SILs for complex systems, preferably within the defense or aerospace industry.

9. Quality Management System:

* Describe your quality management system (QMS) and how it aligns with industry standards (e.g., ISO 9001). Explain how your QMS ensures the delivery of high-quality products and services.

10. Risk Management:

* Outline your risk management methodology and how you identify, assess, mitigate, and monitor risks throughout the project lifecycle. Provide examples of how you have effectively managed risks on similar projects.

Additional Considerations:

11. Original Equipment Manufacturing:

* The OEM for the ongoing development of the SIL is The Boeing Corporation.

Explain how your company would need to, if at all, utilize the OEM’s data/cooperation to integrate the CSCIs.

12. Small Business Participation:

* Describe your approach to maximizing small business subcontracting opportunities on this effort. What percentage of the overall contract value do you anticipate subcontracting to small businesses?

* Indicate all socio-economic small business categories for which you qualify.

13. Data Rights:

* Detail your approach to data rights and intellectual property and attainment of subcontractor data rights and intellectual property. Clearly define what data and deliverables will be owned by the USAF and what rights the Government will have to use, modify, and distribute these materials.
