Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

Customized Bulk Materials Handling Trucks with Autoclavable Wheels

National Institute for Neurological Disorders and Stroke, Animal Health Care Section

1. Statement of Need and Purpose:

The National Institutes of Health (NIH) Building 35 Shared Animal Facility (SAF) requires brand name or equal customized bulk material handling trucks. These will be used for transporting and processing animal cage components from animal holding rooms to the centralized cage processing facility. They are being purchased to replace existing bulk trucks that are of an older design.

2. Background Information and Objective:

The National Institute of Neurological Disorders and Stroke (NINDS) is an institute within the NIH and conducts research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.

The Animal Health Care Section (AHCS) is a part of NINDS and is tasked with veterinary care, management and oversight. These animals are used by numerous NIH Institutes and Centers (ICs) to carry out their research missions.

The institutes and centers sharing in this research endeavor are:

• National Institute of Neurological Disorders and Stroke (NINDS)

• National Institute of Mental Health (NIMH)

• National Institute on Deafness and Other Communicative Disorders

(NIDCD)

• National Institute of Dental and Craniofacial Research (NIDCR)

• National Institute of Child Health and Human Development (NICHD)

• National Eye Institute (NEI)

• National Institute on Aging (NIA)

• National Human Genome Research Institute (NHGRI)

• National Center on Complimentary and Integrative Health (NCCIH)

The existing bulk trucks the AHCS uses for transporting animal cages pose several serious operational and safety issues, including:

• Decibel levels in excess of 85 dB when rolled through facility corridors, resulting in disruption to research

• High center of gravity which has led to broken caging and staff injury when overturned

• Sharp edges produced during the engineering and manufacturing process which has led to cuts and lacerations on animal husbandry staff

Due to the operational and safety issues outlined above, the NINDS/ACHS requires replacement customized bulk materials handling trucks to assist with the efficient and safe processing of clean and dirty cage components.
