1. GENERAL

1.1. Scope of Work. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform sports officiating defined in this Performance Work Statement at Ellsworth

Air Force Base South Dakota.

1.2. PERSONNEL.

1.2.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person and alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the contracting office.

1.2.1.1. The contract manager alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contact.

1.2.1.2. The contract manager or alternate shall be available within two work days to meet on the installation with government personnel designated by the contracting officer to discuss the problem area.

1.2.2. Employees. The Contractor shall ensure that officials have current state and national professional certifications that are valid for games they are officiating. The Contractor shall be required to provide the Fitness Center Director/Sports Director with proof of certification for all officials before start of the sports season. The Contractor will submit a letter to Fitness Center

Director/Sport Director requesting approval of all non-certified officials.

1.2.2.1. The Fitness Center Director/Sports Director reserves the right to question any official’s certification and notify the contractor.

1.2.3. Officials’ Training. The contractor shall conduct training prior to the start of each sporting event, updating the officials on current rules as publicized by each sporting association and the

Ellsworth AFB Bylaws pertaining to each sport. The Contractor shall maintain records on each official containing certificate of instruction and training documentation.

1.3. PHYSICAL SECURITY. Contractor does not secure the government facilities. Base Fitness Center is a 24 Ops with card system. Gym staff attends most events and they secure the area.

1.4. INTRAMURAL SPORTS HOURS OF OPERATION:

1.4.1. Normal hours are Monday through Thursday 0430 -2300, Friday 0430 – 2100, Saturday 0900

– 2100, Sunday 0900 – 1900.

1.4.2. The contractor will be required to provide service based upon sport schedules provided by the fitness center and will provide feedback if there is any scheduling conflicts.

1.4.3. The contractor may be required to provide service on holidays by mutual consent and availability of sports officials.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. PROPERTY

2.1.1. Facilities. The government shall furnish and or make available facilities to include softball fields, soccer/Flag football fields, and basketball/ volleyball/ soccer courts. Facilities have been inspected for compliance with Base Safety. No alterations to facilities shall be made. The contractor shall return the facilities to the government in the same condition as received, if any damage to facility occurs contractor will notify Fitness Center Director upon completion of event. The contractor shall use the facilities for the performance of this contract only.

2.1.2. Equipment. The government shall provide the contractor equipment such as: scorebooks, softballs, footballs, soccer balls, basketballs, and volleyballs. The players shall be responsible for the return of equipment in a clean state.

2.2. SERVICES. The government will furnish the following services to necessary facilities on the installation.

2.2.1. Utilities. Gas, electricity, water, sewage, heating, fuels and air conditioning in support of this contract.

2.2.2. Telephone. Class A/B Telephone authorized for transaction of official government business only which have access to on base phones. DSN access is denied.

2.2.3. Custodial Service. Restrooms and sweep/mop floor only. Services shall be provided by the current custodial contract.

2.2.4. Refuse Collection. Services shall be provided by current contract.

2.2.5. Insect and Rodent Control. Services shall be provided by Civil Engineering Entomology.

2.2.6. Ground Maintenance. Provided

2.2.7. Security Police and Fire Protection. Will be provided by the government. Phone number

3. CONTRACTOR FURNISHED ITEMS AND SERVICE

3.1. GENERAL. Contractor shall provide own uniforms and officiating equipment; i.e. whistles, penalty flags…

4. Duties and Procedures

4.1. OFFICIALS’ REQUIREMENTS

4.1.1. Officials will be paid for games worked and forfeits announced at game time. Contractor will be notified of any and all Cancelations no later than 2:45 PM of the day of scheduled events, otherwise those events will be invoiced as if they took place.

4.1.2. Officials will report fifteen (15) minutes prior to game time.

4.1.3. All officials will be in complete uniform for games as specified in applicable sports rules.

4.1.4. All games will be run in accordance with applicable sports rules and regulations, and the rules and regulations as modified by EAFB bylaws, which will be provided to the contractor prior to the start of each sport. National Federation of State High School Association rules will be used for the following: Basketball, Volleyball, Soccer. Softball will use USA Softball rules and Flag Football will utilize Flag Football Rules

4.1.5. Games schedules and bylaws for each sport will be provided to the contractor prior to the beginning of the season and updated as required by the Sport Director/Fitness Center Director.

National Federation of State High School Association rules will be used for the following:

Basketball, Volleyball, and Soccer. Softball will use USA Softball rules and Flag Football will utilize Flag Football Rules.

4.1.6. The Sports Director/Fitness Center Director will furnish the contractor the names of individuals who are authorized to change the schedule or cancel scheduled games.

4.1.7. All officials will turn in a written statement for all incidents of unsportsmanlike conduct/ejection to the Sports Director or Fitness Center Director immediately following the contest.

4.1.8. Any questions or problems that may arise within the intramural or recreational sports program will be brought to the attention of the Sports Director or Fitness Center Director immediately.

4.1.9. All officials will attend a clinic of instruction and be administered an approved sports association test by the contractor. Test scores from other sanctioned agency will be accepted. The results of the test will be kept on file for review by the Sport Directors or Fitness Center Director during the entire season.

4.1.10. Official’s scorebook/score sheet will be returned to the fitness center upon completion of each sporting event. Scorebooks/score sheets will have the official’s name (printed and signed).

4.1.11. For outdoor sports, the officials will be responsible to ensure that all lights are off before leaving the area.

4.1.12. Make up games will be rescheduled at the discretion of the Sports Director. If the games are to be played, the date and time will be coordinated with the contractor.

4.1.13. Personnel designated as umpires/officials will be authorized access to Ellsworth AFB for the designated event only.

4.1.14. The Bellamy Fitness Center Sports Director has the authority to report all conduct by an official which is considered detrimental to the program to the contracting office for corrective action.

4.1.15. Officials will pick up the necessary equipment required for the sport and ensure that all equipment is returned to the Bellamy Fitness Center.

4.1.16. Contractor will provide the Sports Director a list of officials that are scheduled to work during a particular week by noon on Monday of that work week.

4.1.17. Officials will sign a completion log upon completion of the sporting event.

4.1.18. Sport Director will approve the officials/umpires for all tournaments, playoffs, and championship matches.

4.1.19. Contractor will evaluate all officials within the first two weeks and midpoint of the season.

Officials hired after the season has started will be evaluated within the first week and at the midpoint. Contractor will conduct evaluation of officials when requested by the Sports Director.

Contractor will furnish a copy of all evaluations to the Sports Director.

4.2. Contractor will furnish the name, duty phone and home phone of all officials working that sport.

SAFETY. Officials shall ensure that safety procedures are followed in accordance with the governing rule book and local bylaws.
