About this file

This is an Addendum to FAR 52.212-1 tailoring the submission and evaluation procedures for an airfield snow plow procurement. Quotes must be submitted electronically via email to kristen.lucey.2@us.af.mil and james.yoshikawa@us.af.mil no later than 29 September 2026 at 10:00 AM EST, with hand-delivered or mailed submissions rejected. The offeror must hold quoted prices firm for 30 calendar days from the receipt date. The Government intends to award a single Firm-Fixed Price purchase order to the responsible offeror whose quote represents the best value, employing a tradeoff source selection process that permits award to a higher-priced, technically superior quote if warranted. Award will be made without discussion, and offerors should provide their best terms initially. A written notice of award emailed to the successful offeror within the specified acceptance period creates a binding contract.

Evaluation will be based on three equally weighted factors: (1) Technical Capability/Delivery, which prioritizes plows with patented, self-adjusting contour-following cutting technology (such as "Liveedge" systems) to protect airfield lighting and concrete joints, proven durability in military or municipal airfield environments verified through past performance references, and delivery within 60 days after receipt of order with faster timelines evaluated more favorably; (2) Past Performance, assessed through the Supplier Performance Risk System to ensure no negative history precluding responsibility; and (3) Price, evaluated for reasonableness. As technical capability becomes more equal among quotes, price gains importance in the evaluation, though the Contracting Officer reserves the right to award other than the lowest-priced quote if superior technical capability or faster delivery warrants the additional cost. Debriefings are deleted, though brief award decision explanations will be provided upon request in accordance with FAR 13.106-3(d).

***Addendum to FAR 52.212-1***

The provision at FAR 52.212-1 is hereby tailored as follows:

Paragraph (b), Submission of Offers: Quotes shall be submitted electronically via email to kristen.lucey.2@us.af.mil and james.yoshikawa@us.af.mil no later than 29 September 26 at 10:00 AM EST. Hand-delivered or mailed quotes will not be accepted.

Paragraph (c), Period for Acceptance of Offers: The offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes.

Paragraph (g), Contract Award: The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and represents the best value. The Government may contact any or all quote submitters to clarify terms, negotiate pricing, or seek revisions.

Paragraph (h), Multiple Awards: Modified to state that a single award will be made.

Paragraph (l), Debriefings: Deleted in its entirety. If requested, a brief explanation of the award decision will be provided in accordance with FAR 13.106-3(d).

EVALUATION FACTORS FOR AWARD

The Government intends to award a single Firm-Fixed Price (FFP) contract to the offeror responsible, whose quote represents the Best Value to the Government, price and other factors considered. This solicitation uses a Tradeoff source selection process, which allows the Government to accept other than the lowest-priced quote if the perceived benefits of a higher-priced, technically superior quote warrant the additional cost. The Government intends to evaluate Quotes and award without discussion. Offerors should provide their best terms initially.

To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104, which includes an assessment of the offeror’s financial ability to meet the solicitation requirements. A written notice of award emailed or otherwise furnished to the successful offeror within the specified acceptance period shall result in a binding contract.

The Government will evaluate quotes based on the following factors:

1. Technical Capability / Delivery:

Product Specifications: Government is willing to pay a reasonable price premium for a plow that demonstrates

- Patented, self-adjusting contour-following cutting technology (like the "Liveedge" system) to protect airfield lighting and concrete joints.

- Proven durability in military or municipal airfield environments (verified via past performance references).

Delivery Timeline: The Government’s desired delivery is 60 days after receipt of order (ARO). Quicker delivery timelines maybe evaluated more favorably.

2. Past Performance:

The Government will review the Supplier Performance Risk System (SPRS) to ensure the vendor has no negative performance history that would preclude a responsibility determination.

3. Price:

The Government will evaluate the total evaluated price for reasonableness.

Evaluation Process:

All non-price factors (Technical and Past Performance), when combined, are approximately equal to Price. As quotes mailto:kristen.lucey.2@us.af.mil mailto:james.yoshikawa@us.af.mil become more equal in technical capability, price becomes more important. The Government reserves the right to award to other than the lowest-priced quote if the Contracting Officer determines that the superior technical capability or faster delivery of a higher-priced quote warrants the additional cost.
