EAFB-001 TITLE: Pulse Analysis Workstation
TECHNOLOGY AREA(S): Radar Characterization and Testing
ACQUISITION PROGRAM: 96 Range Support Squadron (RANSS) Pulse Analysis Modernization
OBJECTIVE: The Spectrum Monitoring Program in the 96 RANSS needs to replace the current
Radar Pulse Analysis System due to obsolescence issues. Due to budget constraints, a solution utilizing a spectrum analyzer and pulse analysis software has been determined to be the most cost effective solution.
96 RANSS is pursuing a solution that the submittal firm substantiates a present ability to:
1. Operate as a real-time spectrum analyzer with an instantaneous bandwidth of at least 512
MHz
2. Operate within a frequency range of 2 Hz to 26.5 GHz
3. Measure RF pulses ranging in width from 8 ns up to 100 s
4. Operate with a sweep time of 5 ns to 100 s based on system settings at time of measurement
5. Provide innovative pulse analysis software that allows measurement and data retention with at least a minimum characterization of; pulse phase-to-phase variance, side lobe timing, pulse stability analysis, inter-pulse analysis plots, intra-pulse analysis plots, and pulse scattering plots in a digital output
6. Utilize Windows-based control and analysis software
7. Provide the hardware in a rack-mounted configuration
8. Delivery NLT 6 months after contract award
9. Provide a standard 1-year manufacturer’s warranty against defects in materials and workmanship. An extended warranty up to five years may be proposed at the offeror’s discretion.
10. Provide limited spare parts at the offeror’s discretion.
Personnel currently use an ELINT (electronic intelligence) system procured in 2002. The system suffers from obsolescence issues and reduced functionality due to a lack of replacement part availability. While there is a back-up system in place, this system lacks the capabilities of the primary system resulting in a reduction in radar analysis capabilities when the primary system is down for maintenance.
