JBSA Lackland, TX PA System Replacement

STATEMENT OF WORK

Combat Weapons Flight (CWF) Public Address (PA) System

20 May 2025

1. DESCRIPTION OF WORK:

1.1. General Requirements.

The 37th Training Support Squadron needs to replace the ageing PA System for eight (8) outdoor ranges. The current PA System is over ten years and needs to be replaced. A new PA System will allow the instructors to give clear and concise instructions during live fire training.

1.1.1. Offerors shall inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.

1.1.2. The contractor shall provide all personnel, equipment, supplies, tools, materials, and non-personal services necessary to install a stand-alone PA System.

1.1.3. The contractor shall remove all existing audio equipment and turn it over to the Government.

1.1.4. The required loudspeakers shall have their own weather resistant outer casing and provide approximately 96 decibels of continuous output volume, so instructions can be heard clearly throughout the firing range.

1.1.5. One (1) uni-directional microphone attached to a flexible 13” microphone stand that shall be mounted to the work surface back in its original location with a surface mount male flange using 5/8”-27 thread pitch and wired utilizing new cable. The contractor shall provide eight (8) wired microphones, one (1) for every range tower.

1.1.6. One (1) volume controller shall be mounted on the work surface back in its original location.

The contractor shall provide eight (8) volume controllers, one for every range tower.

1.1.7. An eight (8) unit rack case that is lockable shall be provided for each range tower to store all system components. Each rack case will contain a power amplifier, surge eliminator, wireless handheld microphone system, audio mixer, and media player.

1.1.8. This stand-alone PA System shall not connect to any Air Force network. The work shall be conducted at 37 TRSS Combat Arms Training and Maintenance Firing Ranges located on Chapman Annex of JBSA-Lackland AFB, TX as defined in this SOW.

1.2. Building Layout.

The 37 TRSS Combat Arms Training and Maintenance Firing Ranges are located on Chapman Annex of JBSA-Lackland AFB. Work shall be performed in buildings 940, 941, 947, 948, 953, 956, 957, and

967. See Attachment 1 for the layout of the ranges and placement of equipment.

1.3. Installation.

There shall be a total of six (6) loudspeakers installed on the support I-beams on buildings 940, 956, and 957. There shall be a total of four (4) loudspeakers installed on the support I-beams on buildings 941, 947, and 948. There shall be a total of two (2) loudspeakers installed the support I-beams on buildings 953 and 967. See Attachment 1 for the layout of the ranges and placement of the loudspeakers.

1.3.1. Building 940/Alpha Range:

1.3.1.1. There shall be a total of six (6) loudspeakers installed on the support I-beams on building 940/Alpha range. See Attachment 1 for the layout of the ranges and placement of the loudspeakers.

1.3.1.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately108 feet from the range tower adjacent to firing point 05 at the height of 9 feet.

1.3.1.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 21 at a height of approximately 9 feet.

1.3.1.4. Install one (1) loudspeaker on the Northwest side at a distance of approximately 4 feet from the range tower adjacent to firing point 32 at a height of approximately 9

1.3.1.5. Install one (1) loudspeaker on the Southwest side at a distance of approximately 4 feet from the range tower adjacent to firing point 36 at height of 9 feet.

1.3.1.6. Install one (1) loudspeaker on the Southwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 49 at a height of approximately 9

1.3.1.7. Install one (1) loudspeaker on the Southwest side at a distance of approximately 108 feet from the range tower adjacent to firing point 65 at a height of approximately 9

1.3.2. Building 941/Bravo Range:

1.3.2.1. There shall be a total of four (4) loudspeakers installed on the support I-beam on building 941/Bravo range. See Attachment 1 for the layout of the ranges and

1.3.2.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 06 at height of 9

1.3.2.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately 18 feet from the range tower adjacent to firing point 14 at a height of approximately 9

1.3.2.4. Install one (1) loudspeaker on the Southwest side at a distance of approximately 33 feet from the range tower adjacent to firing point 30 at height of 9 feet.

1.3.2.5. Install one (1) loudspeaker on the Southwest side at a distance of approximately 63 feet from the range tower adjacent to firing point 38 at a height of approximately 9

1.3.3. Building 947/Charlie Range:

1.3.3.1. There shall be a total of four (4) loudspeakers installed on the support I-beam on building 947/Charlie range. See Attachment 1 for the layout of the ranges and

1.3.3.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 06 at a height of 8 feet.

1.3.3.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately18 feet from the range tower adjacent to firing point 14 at a height of approximately 9

1.3.3.4. Install one (1) loudspeaker on the Southwest side at a distance of approximately 34 feet from the range tower adjacent to firing point 30 at height of 9 feet.

1.3.3.5. Install one (1) loudspeaker on the Southwest side at a distance of approximately 63 feet from the range tower adjacent to firing point 38 at a height of approximately 9

1.3.4. Building 948/Delta Range:

1.3.4.1. There shall be a total of four (4) loudspeakers installed on the support I-beam on building 948/Delta range. See Attachment 1 for the layout of the ranges and

1.3.4.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 05 at height of 8 feet.

1.3.4.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately 18 feet from the range tower adjacent to firing point 14 at a height of approximately 8

1.3.4.4. Install one (1) loudspeaker on the Southwest side at a distance of approximately18 feet from the range tower adjacent to firing point 26 at height of 8 feet.

1.3.4.5. Install one (1) loudspeaker on the Southwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 35 at a height of approximately 8

1.3.5. Building 953/Delta-1 Range:

1.3.5.1. There shall be a total of two (2) loudspeakers installed on the support I-beam on building 953/Delta-1 range. See Attachment 1 for the layout of the ranges and

1.3.5.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 23 feet from the range tower adjacent to firing point 07 at height of 8 feet.

1.3.5.3. Install one (1) loudspeaker on the Southwest side at a distance of approximately 23 feet from the range tower adjacent to firing point 19 at height of 9 feet.

1.3.6. Building 956/Echo Range:

1.3.6.1. There shall be a total of six (6) loudspeakers installed on the support I-beams on building 956/Echo range. See Attachment 1 for the layout of the ranges and

1.3.6.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 87 feet from the range tower adjacent to firing point 05 at the height of 9 feet.

1.3.6.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately 48 feet from the range tower adjacent to firing point 12 at a height of approximately 9 feet.

1.3.6.4. Install one (1) loudspeaker on the Northwest side at a distance of approximately 4 feet from the range tower adjacent to firing point 21 at a height of

1.3.7. Building 957/Fox Range:

1.3.7.1. There shall be a total of six (6) loudspeakers installed on the support I-beams on building 957/Fox range. See Attachment 5 for the layout of the ranges and

1.3.7.2. The contractor shall install one (1) loudspeaker on the Northwest side at a distance of approximately 96 feet from the range tower adjacent to firing point 05 at height of 9 feet.

1.3.7.3. Install one (1) loudspeaker on the Northwest side at a distance of approximately 54 feet from the range tower adjacent to firing point 13 at a height of approximately 9

1.3.7.4. Install one (1) loudspeaker on the Northwest side at a distance of approximately 36 feet from the range tower adjacent to firing point 21 at a height of approximately 9

1.3.7.5. Install one (1) loudspeaker on the Southwest side at a distance of approximately 36 feet from the range tower adjacent to firing point 41 at height of 9 feet.

1.3.7.6. Install one (1) loudspeaker on the Southwest side at a distance of approximately 54 feet from the range tower adjacent to firing point 49 at a height of approximately 9

1.3.7.7. Install one (1) loudspeaker on the Southwest side at a distance of approximately 96 from the range tower adjacent to firing point 57 at a height of approximately 9 feet.

1.3.8. Building 967/Hotel Range:

1.3.8.1. The contractor shall install one (1) loudspeaker on the Northwest side at a height of approximately 5 feet install one (1) loudspeaker on the Southwest side at a height of approximately 5 feet.

1.3.8.2. All loudspeakers shall be connected utilizing 14-gauge speaker wire and run through metal conduit to protect it from the elements.

1.3.8.3. The storage rack container that houses all components of the PA System shall be placed back in its original location in the control tower within a safe reach of a standard 110V power source. Below is a complete list of items that shall be delivered and installed:

Training

The contractor shall be responsible for one and one half (1.5) hour of user training, and PDF copies of the operating instructions.

1.3. Delivery.

The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task. The contractor shall also be responsible for properly protecting the service entrance and flooring of building 950. The facility is a single-story facility but does not have a loading dock or storage area.

1.4. Address.

1.5. Site Maintenance.

The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrians in the work area. The contractor shall collect all trash, debris, refuse, garbage, etc., which is. The aforementioned materials shall be removed from the site by appropriate means daily. Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer. The contractor shall be responsible for freight, unpacking, delivery and inside installation.

1.6. Clean up.

The contractor shall also remove packaging materials from 37 TRSS Combat Arms Training and Maintenance Firing Ranges located on Chapman Annex of JBSA-Lackland AFB, TX, and shall be responsible for any refuse containers needed for trash and packing materials. Lastly, the contractor shall be responsible for returning the facility to its original state prior to installation and repairing any damage caused by the contractor’s personnel or equipment.

1.7. Site Program Manager/Point of Contact (POC).

The contractor shall designate an on-site project manager as the Site POC for individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

1.8. Hours of Operation and Special Conditions.

Work hours shall begin at 7:00 a.m. through 4:00 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:00 p.m. at no additional cost to the Government.

1.9. Warranty.

Manufacturer and Standard Commercial warranties for individual pieces shall be provided along with contact information as well as any operation manuals.

2. Testing.

After installation, the contractor shall conduct a demonstration of the PA System capabilities. A Government representative shall observe the demonstration to ensure the audio system meets the Government’s needs.

3. Acceptance.

Upon completion of the work, the unit shall be subject to a final acceptance by Mr. Sherburne (210) 671-8005 or Mr. Detra Whitfield (210) 671- 6177 and Contracting Officer and/or designee.

4. Records Management.

"The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".

5. Contract Management.

No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.
