STATEMENT OF WORK

SECTION 1

DESCRIPTION OF SERVICE

1.0 PURPOSE

The purpose of this acquisition is to provide a large Motor Coach Bus with 2 coach drivers for non stop transportation of 55 personnel from Malmstrom AFB MT to Camp Guernsey WY (Global Strike Tactics and Training Center) for two 2 separate trips for required training. The first Departure date needs to be 6 Apr 2024 with pick location on MAFB at Bldg 219 parking lot at 0530. Approximate driving distance from Malmstrom AFB to Camp Guernsey is 604 Miles, 8hrs and 59min drive time. Once arrived and personnel are dropped off, drivers are allowed to depart till pick up on 13 Apr 2024 at 0900. Bus and personnel will drive non stop back to Malmstrom AFB with drop off at Bldg 219 parking lot. Once drop off is complete the bus is free to go and requirement complete. The 2nd Trip will be on 10 Aug 2024 with same pickup instructions as above and location. The 2nd pickup to return to Malmstrom is 17 Aug 2024 at 0900 and same instructions as before.

1. SCOPE OF WORK

1.1. The scope of this effort includes all transportation costs from vendor to transport 55 personnel to include fuel and per-diem for the drivers from dates of service on trip-1: 6 Apr to 12 Apr 2024 and trip-2:

10 Aug to 17 Aug 2024. Work is required for the safe transport of personnel from MAFB MT to Camp Guernsey WY.

2. GENERAL REQUIREMENTS:

2.1. Contractor must be a US-owned company and the contractor personnel must be US citizen(s).

Contractors must submit a completed Contractor’s Entry Authorization List (CEAL) installation access at the pre-performance conference. The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, Contractor Access to Air Force Installations. Personnel not meeting the minimal standards will not be issued an installation pass.

2.2. Contractor vehicles and operators shall comply with all State of Montana, State of Wyoming and MAFB vehicle operation and traffic requirements.

2.3. The contractor shall perform services on Federal Holidays.

2.5. The contractor and its employees shall comply with base and local traffic laws.

2.6. The contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while on Malmstrom Air Force Base.

3. CONTRACTOR EMPLOYEES

3.1. The project manager shall coordinate all contract related efforts with the supported organization (341st Security Forces Group) and/or Contracting Officer’s Representative (COR).

3.2. Security. The contractor shall not employ persons for work on this contract if such employee is a potential threat to the health, safety, general wellbeing or operational mission of the installation and its population.

3.3. Contractor personnel are required to abide by all real-world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.

3.4. Safety. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.

3.5. Conflict of Interest. The contractor shall not employ any person who is an employee of the U.S.

Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD 5500-7-R.

4. GOVERNMENT-FURNISHED PROPERTY AND SERVICES

4.1. GOVERNMENT-FURNISHED EQUIPMENT. There will be no Government-Furnished Equipment.

4.2. GOVERNMENT-FURNISHED FACILITY. There will be no Government furnished facility.
