FUNCTIONAL RESPONSIVE EXPERIMENTATION FOR SYSTEMS AND HUMANS (FRESH)
BASIC IDIQ CONTRACT
STATEMENT OF OBJECTIVES (SOO)
1.0 BACKGROUND
USAF missions require sustained operations in multiple environmental conditions and for consecutive days. Material advances are needed to optimize mission success in the areas of biological technology and highly flexible polymer and responsive materials. The Air Force Research Laboratory, Materials and Manufacturing Directorate, Soft Matter Materials Branch (AFRL/RXAS) has a long-standing history of conducting research in the fields of biotechnology, polymers and responsive materials. The capability to exploit biology and its processes for use in military applications is critical for revolutionizing the identification of hazardous materials, infectious diseases, and changes in human biological processes to detect performance decrements. In addition, biodegradable methods of sensing ensure the safety and security of military operations.
Also critical is the ability to assess advanced materials and their structures and for the development of devices for energy storage/generation/transduction applications as well as for sensing, communication and opto-electronic applications. RXAS overall focuses on discovery, characterization, development and ultimately device creation utilizing unique and novel materials for Air Force applications. The objective of this effort is continued research into biological, polymer and responsive materials for Air Force applications. Research includes fundamental discovery of new materials and development of prototype devices or sensors utilizing these materials.
2.0 OBJECTIVES
The objective of this effort is to explore biotechnology, polymer and responsive material advances in order to sustain and/or optimize Air Force assets to include use in air, space, weapon systems applications and human cognitive/physiological monitoring. Objectives also include the evaluation of new and/or modified materials systems as well as new/improved laboratory procedures and characterization/analysis/modeling techniques to evaluate materials performance. Development of materials and processing methodologies to create advanced materials and devices vital to the Air Force is the ultimate goal. Relevant environmental testing and end-user evaluations will be essential components during the technology transition phase.

3.2 BIOTECHNOLOGY AND BIOMATERIALS RESEARCH, DEVELOPMENT AND EXPLORATION: Perform research, development and technology transition concerning all aspects of new and/or modified modeling, processing, development, characterization, and evaluation of functional and responsive biological related materials and molecular processes.
3.3 POLYMERS AND RESPONSIVE MATERIALS RESEARCH, DEVELOPMENT AND EXPLORATION:
Investigate novel flexible electronic materials such as, but not limited to, carbon nanomaterials, metallic and organic inks, nanocomposites, nanoparticles and polymers. This research may include examination of various processing techniques and assembly of prototype devices.
3.4 COMPUTATIONAL MATERIALS SCIENCE AND ENGINEERING: Research Integrated Computational Materials Science and Engineering (ICMSE) elements, such as, but not limited to, computational modeling, for each task and technical requirement.
3.5 SUSTAINMENT OF MATERIALS: Provide research into the sustainment of materials, which may include microbially influenced corrosion (MIC) and biodegradation of materials, such as, but not limited to, metals, composites and organic materials.
3.6 METAMATERIALS RESEARCH AND DEVELOPMENT: Perform metamaterials research and development for a variety of potential applications including radio frequency, optics and power generation and storage. Material classes, such as nanostructured materials, biological materials, and hybrid materials, may be examined.
3.7 MATERIALS TESTING AND CHARACTERIZATION: Utilize materials testing and characterization techniques to provide a fundamental understanding of the basic materials properties and underlying materials structure at multiple levels. Materials system testing and characterization may include the following areas:
materials composition and morphological architecture; electronic, optical and/or mechanical properties; thermal characteristics; magnetic properties; and device performance parameters.
3.8 HUMAN PERFORMANCE MONITORING: Research and develop areas that relate to human performance monitoring. Exploration of new materials/methods for sensing indicators of human performance and development of integrated devices for autonomous power and flexible sensing devices may be included.
3.9 ADVANCED MATERIALS: Research and develop novel materials for use in optical, electrical, magnetic, hybrid or other devices. These materials will enable new technologies with improved sensitivity, reduced weight or decreased power consumption compared to current state-of-the-art devices.
3.10 RAPID RESPONSE TO WARFIGHTER NEEDS: Provide rapid response to warfighter needs, which may include material substitution, materials compatibility assessment, rapid prototype development, relevant environmental test design and commercial product validation for military use. This effort may span basic research through operational test and evaluation.
