STATEMENT OF WORK
Diesel Fuel Testing
1. Objectives and Requirements:
a. The purpose of this contract is to provide testing, analysis, and certification of #2 diesel fuel quality stored in tanks throughout the Veterans Administration Caribbean Healthcare System (VACHS), PR to the American Society for Testing and Materials (ASTM) standards. Testing is required in order to ensure conformity of the fuel, that it is suitable for their intended uses, and to make certain it is not compromised.
b. The contractor shall furnish all necessary equipment, materials, labor, and supervision to adequately perform the specified services.
c. The contractor shall provide all services in accordance and compliant with the latest standards, rules, regulations, and laws, including but not limited to The Joint Commission (TJC) standard EC.02.05.07 EP 8, National Fire Protection Association (NFPA) 110-2010:8.3.8, and ASTM.
2. Scope of Work:
a. The Contractor shall conduct Diesel #2 quality testing in 17 separated Underground Storage Tanks (UST) and Aboveground Storage Tanks (AST) located throughout VACHS San Juan at:
1) UST #2 next to main building’s loading dock
2) UST #3 next to main chiller plant
3) UST #4 next to emergency generator 6 through 13 (gate #4)
4) UST #5 next to emergency generator 6 through 13 (gate #4)
5) UST #6 next to gas station (gate #4)
6) UST #7 next to gas station (gate #4)
7) UST #8 next to gas station (gate #4)
8) UST #9 next to gas station (gate #4)
9) UST #10 next to gas station (gate #4)
10) AST Emergency generator at the Administrative Building
11) AST Emergency generator at the OPA Building
12) AST Emergency generator at the CLC Building
13) AST Emergency generator at the SBT Building
14) UST #11 next to main chiller plant
15) UST #12 next to main chiller plant
16) UST #13 next to main chiller plant
17) UST #14 next to main chiller plant
b. The Contractor shall conduct Diesel #2 quality testing at three (3) geographically separated locations:
1) One UST at the Mayaguez Outpatient Clinic
2) One AST at the Ponce Outpatient Clinic
3) One AST at the Carolina Warehouse.
c. In addition to the samples for each location mentioned in paragraphs a and b, three (3) samples will be required for UST No. 3 to comply with US Environmental Protection Agency (USEPA)
Air Emissions Requirements for Boiler Equipment. These samples will be analyzed for same parameters as listed in the next paragraph.
d. Contractor shall submit a written Certificate of Analysis report, performed by a credible fuel laboratory outlining the test performed, the corresponding ASTM number for each test along with the sample results and the standardized limits. Report shall contain the following results, among others:
1. WATER CONTENT
2. SEDIMENT & WATER
3. API GRAVITY
4. FLASH POINT
5. SULFUR
6. CETANE INDEX
7. APPEARANCE
8. 90% DISTILLATION RECOVERY
9. 50% DISTILLATION RECOVERY
10. MICROBIAL
11. CORROSION COPPER STRIP
e. Written results for all samples shall be provided to the Contracting Officer and the Contracting
Officer Representative within ten working (10) days of sample pickup unless authorized otherwise. Written reports shall contain the information requested above plus any remarks indicating any departure from standard procedure or anything unusual about the sample which might indicate a questionable result.
f. Resampling of all test parameters will be required to any tank(s) from which results demonstrated concentrations above the recommended thresholds. CO or COR will coordinate with the contractor for resampling of specified tank(s) after remedial actions are completed.
