About this file
This document is the Attachment A1-Specification RF3528.pdf, which contains the specifications for two containers required under the federal contract opportunity N42158-24-Q-E060 issued by the Naval Sea Systems Command (NAVSEA).
The key details are:
- The containers must have a load capacity of at least 5,000 pounds and internal dimensions of at least 70" x 54" x 42".
- The containers require specific shelf placements and must be designed to facilitate loading, lifting, handling, and securing for transport at the Norfolk Naval Shipyard (NNSY). Design drawings must be approved by NNSY technical points of contact.
- The containers must meet requirements for radioactive excepted packages per 49 CFR 173.24 and 173.410, and provide certifications to NNSY.
- The containers must have specific lifting and handling functionality, including vertical and horizontal loading, forklift and crane lifting methods, and structurally adequate sides/lids to withstand sling lifting.

CONTAINER SPECIFICATIONS
ATTACHEMENT A1
1. Specifications
1.1. These specifications are for QTY.2 Containers.
1.2. Container load capacity shall be at least 5000 pounds to accommodate the load as well as additional blocking and bracing for load securement.
1.3. Container inside dimensions shall be at least 70 inches x 54 inches x 42 inches.
1.4. Container shall have 2 as follows:
1.4.1. at 16 from the bottom when measured from the interior. It shall be on all
3 sides of the main body of the container (see figure 1)
1.4.2. 61 bottom when measured from the interior. It shall be on the
2 opposite side of the main body of the containers (see figure 1)
1.4.3. MIN angle iron or similar. Shelf
approximately centered on the face of the shelf spaced )
2. General Requirements
2.1. Due to the complex nature of the load to be shipped and to ensure the features of the container are adequate to facilitate loading, lifting, handling, and securing for transport at Norfolk Naval Shipyard (NNSY), design drawings of the container shall be submitted to and approved by at least one of the NNSY technical points of contact after the contract is awarded and prior to container manufacture.

2.2. Closure specifications and/or instructions shall be provided to NNSY per 49 CFR 178.2(c).
Certifications shall be provided to NNSY certifying the container meets the requirements of 49 CFR 173.24 and 49 CFR 173.410 for radioactive excepted packages.
2.3. The container shall have the following lifting and handling functionality requirements:
2.3.1. The container shall be capable of loading in the vertical and horizontal orientations.
2.3.2. Lifting and handling attachment points shall be provided for level lifting of the container in the vertical and horizontal orientation
2.3.3. Provide a means to down-end the loaded container into the horizontal position. The lifting attachment points shall facilitate down ending the container in the air with one crane and adjustable rigging leg(s) on one end. Down ending by pivoting the container is prohibited.
2.3.4. When in the horizontal orientation the bottom of the container shall have risers/skids/channels to facilitate two separate lifting methods: (1) forklift and (2) wire rope or synthetic slings and a crane.
2.3.5. The sides and lid, when installed, shall be structurally adequate to withstand the compressive forces of wire rope or synthetic slings when lifting by crane in the vertical or horizontal orientations with the rigging gear at a maximum angle of 30 degrees from vertical (i.e. crane lifts will be performed without the use of a spreader when the lids are installed).
2.4. Closure specifications
2.4.1. The container shall be provided with two removable covers, one on the front and one on the top (see figure 1). This allows the load to be installed or removed both in the vertical or horizontal orientation.
2.4.2. The container shall be supplied with gaskets for all bolted closures.
2.5. The interior and exterior surfaces shall be painted if carbon steel is used (color shall be black).
If stainless steel is used then painting is not required.
2.6. Certificate of compliance indicating all contract requirements are met is required, this is in addition to the certification requirement of item 2.2
2.7. Tare weight and maximum payload weight, including units, shall be stenciled on the exterior of the container such that the values may be easily read when the container is in the vertical or horizontal orientation.
2.8. Mercury-free certification is required.
