CURRENT AND PENDING (OTHER) SUPPORT COMMON FORM
November 1, 2023
The individual agrees to update this disclosure at the request of the Federal research funding agency prior to the award of support and at any subsequent time the agency determines appropriate during the term of the award. (Refer to the Federal research funding agency’s policy on updating award support).
Instructions for Submission of the Current and Pending (Other) Support Common Form
Current and pending (other) support information is used to assess the capacity or any conflicts of commitment that may impact the ability of the individual to carry out the research effort as proposed. The information also helps assess any potential scientific and budgetary overlap/duplication with the project being proposed.
This document provides instructions on submission of current and pending (other) support information for each individual identified as a senior/key person on a Federally funded research project.1
A separate submission must be provided for each proposal and active project, as well as in-kind contributions using the instructions and format specified below. Note that there is no page limitation for this section of the application, though some fields have character limitations for consistency and equity.
Consulting activities must be disclosed under the proposals and active projects section of the form when any of the following scenarios apply:
• The consulting activity will require the senior/key person to perform research as part of the consulting activity;
• The consulting activity does not involve performing research, but is related to the senior/key person’s research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity; or
• The consulting entity has provided a contract that requires the senior/key person to conceal or withhold confidential financial or other ties between the senior/key person and the entity, irrespective of the duration of the engagement.
Consistent with NSPM-33, individuals are required to disclose contracts associated with participation in programs sponsored by foreign governments, instrumentalities, or entities, including foreign government-sponsored talent recruitment programs. Further, if individuals receive direct or indirect support that is funded by a foreign government-sponsored talent recruitment program, even where the support is provided through an intermediary and does not require membership in the foreign government-sponsored talent recruitment program, that support must be disclosed. Individuals must also report other foreign government sponsored or affiliated activities. In accordance with 42 USC § 19232, individuals are prohibited from being a party in a malign foreign talent recruitment program.
1In accordance with the NSPM-33 Implementation Guidance, senior/key persons typically do not include graduate students.

A table entitled, NSPM-33 Implementation Guidance Pre- and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending (Other) Support2 has been created to provide helpful reference information regarding pre-award and post-award disclosures. The table includes the types of activities to be reported, where such activities must be reported in the application, as well as when updates are required in the application and award lifecycle. A final column identifies activities that are not required to be reported.
Individuals are reminded not to submit any personal information in the current and pending (other) support. This includes items such as: home address; home telephone, fax, or cell phone numbers; home e-mail address; driver’s license number; marital status; personal hobbies; and the like. Such personal information is not appropriate for the current and pending (other) support template and is not relevant to the merits of the proposal. The Federal research funding agency is not responsible or in any way liable for the release of such material.

Offeror Environmental Report
Directions: The following information must be provided to and approved by the Department of Energy (DOE) before a proposal/project can be awarded. Please address each section of this outline in narrative report form and submit with the project proposal. The information provided in this report is important for establishing the basis, expediting the DOE environmental review process, and enabling DOE to make a National Environmental Policy Act (NEPA) determination. If any query below does not apply to the project, cite as “N/A”, and include a short explanation.
1.0 Project title
1.1 Applicant/offeror organization
1.2 Applicant/offeror organization contact
1.3 Telephone number and email address
2.0 Description of the proposed project: Please prepare a self-contained description that summarizes the proposed action in detail. Discuss the objectives of the proposed project and describe the proposed site. Describe the work to be performed, the schedule, associated requirements (e.g., land, natural resources), and changes that will be necessary to the existing site, systems, or processes. Provide a complete description of potential alternatives to the project including a “no action” alternative, and alternatives to technology specific, process design, site-specific location project aspects. If the project changes for any reason during the application period, you must notify DOE and describe the changes. Please include a project site plan and topographic map of the area. Off-site facility requirements shall also be identified in this description.
3.0 Existing environment and potential/anticipated environmental impacts: Discuss the existing environment at the project location(s) and the potential environmental impacts from the project including consequences from any construction, operation/testing, and disposition activities. Ensure postulated direct, indirect, short-term, and long-term impacts resulting from project activities are identified clearly. Identify mitigative measures formulated that will address these impacts. This information must convey subject matter expert level knowledge of the environmental conditions.
4.0 Land use: Provide a description of the affected land area and its dimensions; a discussion of current land usage (e.g., farming, industrial, etc.); and descriptions of nearby pipelines and transmission lines, as well as transportation access (rail, road, barge, etc.). Describe land use impacts from any construction and operation activities; waste disposal problems (for non-toxic, toxic, and/or hazardous substances); and effluent discharges requiring the development of settling ponds.
5.0 Air quality: Identify the air quality control regions in the project area, the local climate and existing air quality conditions in the immediate proposed project/site area.
6.0 Hydrologic conditions/water quality: Identify watersheds and downstream drainage, surface and groundwater quality (nearby aquifers and the depth of groundwater) in the project area, existing floodplains, unique aquatic habitats, recreational areas, public water supplies; describe constraints on water availability imposed by treaties, court decree, state and Federal water laws; and identify existing wastewater treatment and/or disposal facilities. Describe changes in groundwater/surface water quality and quantity, stream diversion resulting from construction, runoff from storage piles (source, discharge rate, discharge frequency and duration), leachates from waste disposal sites; and wastewater treatment and discharges.
7.0 Geologic/soil conditions: Describe the topographic stability (e.g., formations and/or faulting, karst), the productivity of soil, unique soil species, and the soil’s susceptibility to erosion. Describe notable seismic conditions, subsidence that might be caused by construction; possible erosion, stream diversion, floodplain and wetland intrusion, and increases or decreases in soil permeability and infiltration.
8.0. Vegetation resources: Identify the vegetative biome and predominant/representative plant species in the project area. Describe impacts to indigenous flora, state and Federally listed endangered species and their habitats, and sensitive plant habitats such as wetlands, floodplains, or other ecologically sensitive terrain.
9.0 Wildlife resources: Identify the predominant/representative wildlife species in the project area, local indigenous flora and fauna, state and Federally listed endangered or threatened wildlife species and their habitats, and sensitive habitats such as wetlands, floodplains, or other ecologically sensitive terrain.
10.0 Visual resources: Describe any scenic values/vistas or existing aesthetic environmental conditions in the project area.
11.0 Climate change: Considerations related to climate change include: 1) the potential effects of a proposed action on climate change (through greenhouse gas emissions or carbon sequestration and reductions from the proposed action). Climate change analysis also enables agencies to evaluate reasonable alternatives and mitigation measures that could avoid or reduce potential climate change-related effects and help address mounting climate resilience and adaptation challenges. 2) the effects of climate change on a proposed project and how climate change may influence the purpose and need for projects in the short-term (within the next 10 to 15 years) and long-term (over the next several decades); and, 3) the implications of climate change on the environmental effects of a proposed action.
12.0 Historic/cultural resources: Describe historic and/or cultural places in the project area, as well as archeological sites, disturbance to historical or archaeological sites caused by construction, interference with Native American tribal or other religious practices or sites; and impacts on local community character. This includes the potential impact to an historic property or building that may be governed by provisions of the National Historic Preservation Act. Describe consultation predicted or undertaken with potentially affected American Indian Tribes.
13.0 Waste generation: This section shall describe waste material (solid, hazardous or radioactive) that will be generated from project activities. Include the source/type of any and all wastes produced, and the approximate weight, density, and volume of the waste, its method of disposal, location, and any permitting requirements necessary.
14.0 Socioeconomic conditions and environmental justice implications: Discuss the population in the project area and describe the employment, labor mix and potentially disadvantaged communities that may be marginalized, underserved, or overburdened by pollution.
Describe if and how the project may be able to benefit these communities across one or more of the following seven areas: climate change, clean energy and energy efficiency, clean transit, affordable and sustainable housing, training and workforce development, remediation and reduction of legacy pollution, and the development of critical clean water and wastewater infrastructure.
15.0 Health and safety aspects: Discuss the current/background conditions at proposed project areas including emissions, effluents and noise and the potential cumulative effects of the project proposal.
