About this file
This document is an enclosure to a NATO Cloud Service Provider (CCSP) contract solicitation containing assumptions and resource requirements for a multi-tier cloud infrastructure environment.
The solicitation establishes a consolidated cloud resource volume framework across two environmental tiers: Development & Test (lower-cost) and Acceptance & Production (higher-performance), with a notional 25/20/15/40 percentage split across Dev, Test, Acceptance, and Production environments respectively. Total projected resource commitments include 29,270 instances across all services, scaled from an incumbent footprint of 21 applications to a target of 120 applications using a 5.71 multiplication factor. Key Infrastructure-as-a-Service (IaaS) and Platform-as-a-Service (PaaS) requirements include: Cloud Object, Block & File Storage (24,000 accounts); Compute VM Instances (2,200); Data Transfer & Network Egress (1,300 allocations); Managed Relational Database SQL (400 instances); Load Balancers Layer 4 and Layer 7 (550 combined instances); Function-as-a-Service/Serverless (130 function apps); Managed NoSQL Database (110 accounts); Enterprise Fully Managed SQL Server (90 instances); Managed Kubernetes Service (55 clusters); Managed PostgreSQL Database (35 instances); and Managed Cloud Network Firewall (17 instances). Additional commitments include Memory-Optimised Compute (20 instances), Dedicated HSM/Key Management devices (13 instances), one Enterprise Support Plan providing 24/7 coverage with Severity-1 response SLAs and a named Technical Account Manager, and 200 annual consulting days for professional services plus one-time transition-in (40 days) and transition-out (20 days) support. The document also references NCIA Contract General and Special Terms and Conditions with detailed applicability and essential/dialogue-subject classifications for numerous contractual clauses covering core general terms, acceptance and payment, regulatory requirements, changes and breach provisions, data rights and security, personal data protection, cloud services, and artificial intelligence systems governance.

Assumptions Description
Two effective environment tiers Every service is modelled across a lower-cost "Development & Test" tier and a higher-performance "Acceptance & Production" tier, each with its own representative configuration (size, redundancy, throughput, etc.).
Environment sub-split (25/20/15/40)
Within the two tiers, the notional split across four environments is Dev 25%, Test 20%, Acceptance 15%, Productio 40% of total instance count.
Volume rounding Based on existing application footprint on incumbant CSP ( 21 applications ) and projected target number of applications (120), a volume multiplication factor of 5.71 has been taken into consideration. This is notional and actual volume would depend on actual discovery, target design patterns etc.
Catalog coverage Current list of service names are not exhaustive list of IaaS and PaaS services - will adapt depending upon use cases, design patterns, technology modernization, application refactoring etc.
Professional services and Enterprise support
Consulting effort is assumed to scale proportionally with overall environment footprint and an enterprise support plan (24/7, Sev-1, named TAM) is a single, indivisible, organization-wide commitment

One-time transition-out bucket, exercisable at contract exit or termination, covering execution support for the Contract Exit Plan (O11.03) and validation of data/workload extraction. Distinct from the annual exit-plan testing already required under O11.03/AQL-32 . This is the actual exit-execution effort, not the rehearsal. Exit-time activity is production-only, hence no dev/test allocation.
